James A. “Jim” Fox has been elevated to CEO of engineering firm O’Brien & Gere, East Syracuse, N.Y. Formerly the executive vice president, he has been with the company for 27 years. In this role, he replaces Terry L. Brown, who remains chairman. O’Brien & Gere ranks 122nd on ENR’s Top 500 Design Firms list.

Horner & Shifrin, a St. Louis-based engineer, has promoted to president Duane Siegfried, who succeeds William P. Clarke. Siegfried was associate vice president and manager of the structural engineering department. Clarke remains chairman and CEO until the end of 2011.

HDR, Omaha, has appointed Khani Sahebjam as vice president and program manager for transportation in the north central region. Sahebjam, who will be based in the architect-engineer’s Minneapolis office, was previously deputy commissioner and chief engineer for the Minnesota Dept. of Transportation.

MCNICHOL

Mustang Engineering, Houston, has promoted Michele McNichol to president of upstream operations, overseeing eight international offices. She had been regional director for the Americas; Eric Wensel, previously the firm’s project manager for design of the Ekofisk North Sea facility, succeeds her in that role. Additionally, Mustang named Chet Nelson and Gordon Stirling as regional directors for Asia-Pacific and for Europe, North Africa, Middle East, India and Russia, respectively.

William Crosbie has joined Parsons Corp., Pasadena, Calif., as vice president of railroad programs and deputy sector manager in its transportation group, based in Washington, D.C. He had been chief operating officer of Amtrak. Additionally, retired Maj. Gen. Earnest O. Robbins II was named president of Parsons� business unit for its Middle East, North Africa and northern Mediterranean (MENA+) region. Robbins had been corporate executive vice president and director of operations, shared services, for the firm; he is also a former U.S. Air Force Civil Engineer. Robbins succeeds Jeffrey F. Squires, who is moving to the strategy development group in an undisclosed role. William D. Price, previously managing director for Italy, was promoted to managing director for the northern Mediterranean region, while Hamed I. Zaghw was promoted from division manager to executive director of the Middle East and North Africa (MENA) business unit for the company�s transportation group. He is based in Abu Dhabi. Robert C. Grim becomes senior vice president of operations for Parsons� water and infrastructure group. He was senior vice president in the manufacturing sector of its commercial technology group.

Jeffrey Sharon has joined engineer-architect Burgess & Niple, Columbus, Ohio, as vice president and utility infrastructure leader. He was client- service and Midwest regional manager, based there, for Brown and Cald-well. Burgess & Niple ranks at No. 104 on ENR’s list of the Top 500 Design Firms, with $100.2 million in 2009 revenue.

Science Applications International Corp. (SAIC), the McLean, Va., conglomerate, has named Ronald Moe as vice president of the asset transaction services practice in its newly reorganized subsidiary, SAIC Energy, Environment & Infrastructure LLC. Based in Seattle, he had been senior vice president and head of Ventyx Advisors, which analyzes power-generation assets. Moe also had been a former executive of engineering company R.W. Beck, which SAIC acquired in 2009. Steven Root was named assistant vice president in the subsidiary’s smart-grid division. Based in Austin, he had been director of North American utilities at software provider Bentley Systems. SAIC also acquired engineering firm The Benham Cos. in 2007.

BMWC Group Inc., an Indianapolis constructor-fabricator, has elected Chief Financial Officer Jim Davis as chairman and named President Brian Acton to the additional role of CEO, following the Jan. 18 death of Thomas E. O’Brien, who held those positions. Additionally, Michael J. Keller has joined the firm as CFO. He had been CFO and executive vice president of The Estridge Cos.
