The American Road & Transportation Builders
Association (ARTBA) advances the interests of
the U.S. transportation construction industry.
Period.
Based in Washington, D.C., ARTBA has played a
key leadership role on every major piece of federal
legislation impacting transportation development,
beginning with the first Federal-Aid Road Act
in 1916.
In 2004, ARTBA helped ensure passage of a new
federal law that will provide an additional $22
billion for state and local transportation improvement
projects over the next six years. It was a very
significant victory for the industry that some
have overlooked as the TEA-21 reauthorization
battle has become protracted.
The new law achieved two long-standing ARTBA legislative
priorities. It ensured that motorists using ethanol-blended
motor fuels are contributing the same federal
user fee resources to the Highway Trust Fund to
support transportation improvements as those who
purchase straight gasoline and also provided resources
necessary to combat unlawful motor fuel tax evasion.
The ethanol tax reform accounts for $19 billion
alone and the fuel tax evasion provision is expected
to generate an additional $1 billion annually.
This new revenue stream is the reason the Bush
Administration is now supporting a $284-billion,
six-year TEA-21 reauthorization investment.
Of course, this new law would not have happened
without the leadership of members of House and
Senate transportation, finance and tax committees.
The several dozen organizations that participated
in the coalition that helped push the ethanol
initiative also deserve credit, especially the
Renewable Fuels Association (RFA), whose support
and leadership was key.
However, no other national association in Washington
devoted more time, talent, resources or effort
to pushing ethanol tax reform than ARTBA. The
RFA recognized ARTBAs singular leadership
in February 2005 before nearly 1,000 people attending
their national conference. ARTBA was presented
the ethanol industrys Industry Partnership
Award.
Ethanol reform is just the latest example of the
market development results ARTBA delivers for
our industry.
A permanent new revenue stream to the Highway
Trust Fund of about $4 billion annuallythe
equivalent of a two cents-per-gallon increase
in the federal gas taxis a nice return on
a companys annual ARTBA membership dues
investment. Its also another multi-billion-dollar
example of why ARTBA is the Driving Force
in Transportation Construction!

environmental litigation and
regulatory issues.
To help protect the market,
ARTBA earned victories, including
several before the U.S. Supreme
Court, that had the potential
to set national precedents that
could constrain future state
and local transportation improvement
programs. In 2005, ARTBA is
working to beat back efforts
by the Sierra Club to delay
and prevent the widening of
highway U.S. 95 in Las Vegas,
NV, from six to 10 lanes. If
successful, the Sierra Club
has pledged to take similar
legal actions in other communities
across the country aimed at
halting highway improvements.
Since 1993, ARTBAs legal

In 1915 when our firm was founded, there was
a staff of two. Both were engineers, and the first
work done by Gannett Fleming was largely in the
field of water supply.
Our first assignment was to visit Erie, PA, on
August 4, 1915, and write an article on the disastrous
flood that swept through the heart of town the
previous day, killing more than 80 people. Our
client, coincidentally, was Engineering Record
magazine. This job marked the successful beginning
of Gannett Fleming, as it led to our designing
and supervising construction of a new $2-million
dam.
While the cornerstone of our business is still
consulting engineering, we have changed. Today,
we employ close to 2,000 professionals. We are
planners, designers, IT specialists, program managers,
construction managers and so much more.
The key to our long-standing success is well-rooted
with our founder, Farley Gannett himself. He was
a true leader, with a visionary nature squarely
focused on expanding the firms activities.
His determination and drive led the firm for the
first 42 years, an accomplishment never equaled
by anyone since.
Farley embodied an unusual combination of traits.
He was focused on finding solutions, no matter
what the hurdle or situation. At the same time,

In 1983, from a small office in Atlanta, GA,
U.S. COST prepared construction cost estimates
for architectural, engineering, government and
private clients on projects throughout the southeast.
Many of our first years were spent securing and
promoting regional customers including KPS Group,
the U.S. Army Corps of Engineers (USACE), the
United States Navy (NAVFAC), LS3P, and Lockwood
Greene Engineersall of whom remain active
U.S. COST clients.
In our more than 22 years in business, we have
expanded from a two-person operation to a company
employing more than 100 individuals in over a

Washington Group people are willing to tackle
projects that, because of complexity, sizes, technical
or logistical challenges, are beyond the scope

In 2004, our people worked with more than 2,500
Iraqi citizens to help rebuild and upgrade the
countrys electrical, water, medical and
educational facilities. This included renovation
and rebuilding of power plants that provide 640
megawatts of electricity for the people of Iraq.
We also repaired 324 transmission towers and installed
400 kilometers (250 miles) of lines through areas
requiring unprecedented security measures.
Mother Nature challenged us, too. Through an unrelenting
winter in Ontario, Canada, where the thermometer
dropped to minus 51º Celsius (-60º F),
our mining specialists kept a phosphate mining
operation running smoothly, 24-hours a day.
In Oregon, a team of our engineers and scientists
began a program to destroy almost 4,000 tons of
Cold War chemical-agent weapons at the Umatilla
Chemical Agent Disposal Facilitya facility
also designed and built by Washington Group.

that promises that Washington Group will deliver
