Legends and Leaders

In the business of life, you’re known by the company you keep.

The companies who participate in the Legends & Leaders Special Advertising Section are a breed apart.

They are companies who place clients first; who have corporate cultures that mandate exceeding expectations, not simply meeting them; and who place reputation, partnering and performance ahead of profit.

Many of the names in this section have been part of the industry since the early 1900s, some even before that. Their continuing success and leadership attests to the fact that they have reinvented themselves in ways that engender success in today’s challenging business environment.

Like The McGraw-Hill Cos., a company that has transformed itself from a 19th century provider of industry news into a unique 21st century electronic information delivery system, they have demonstrated their ability to change, evolve and continue to lead.

What hasn’t changed is their adherence to codes of ethics and fair dealing set forth by their founders.

Once again, ENR is pleased to present the Legends & Leaders, firms whose company we are proud to keep.

Garry M. Higdem
President and COO
APAC, Inc., Senior Vice President, Ashland Inc.

We trace our beginnings as a company to firms in the late nineteenth century that provided paving materials for America’s first paved roads. Today, the APAC group of companies are a leading force in asphalt and ready-mix concrete paving, and other heavy and highway construction. Doing business in 14 states, we are one of the leading transportation construction contracting firms in the U.S. Our operations also comprise some of the largest producers of construction-related materials, including a network of 226 hot-mix asphalt plants and 93 aggregate production facilities. Our portfolio of construction services includes a growing design-build function and site development services for private developers.

As a company, our overriding goal is to be not the very largest, but to be the very best.
Our focus is on dealing honestly and with integrity as we provide cost-effective, workable customer solutions. The community we work within—state DOTs, county and city public works agencies and airport authorities—is close knit. Reputation is everything. The safety of our workers and the public, the quality of our products and services, and our care for the environment are paramount in everything we do.

Our heavy investment of time and money in training and safety programs has paid high dividends. Our accident rate is only 7% of the national average for our industry. That’s good, but not good enough. We’re committed to achieving an even safer work environment for our people.

As a responsible corporate citizen, we strive to be a good neighbor in our communities. Our values support a diverse workforce. We strive to create a working environment in which highly capable people thrive and build long, rewarding and satisfying careers. As a result, many of our employees have 20 to 40 years of tenure. Our reputation as a good place to work helps us attract quality young people just entering the industry.

At APAC, our goal is to leverage our broad portfolio of capabilities, expertise, safety performance and financial strength as a subsidiary of Ashland Inc. to drive any transportation construction project to successful completion.

For us, that’s the road to success.

2005 ARTBA Chairman
Chairman & CEO,
G.A. & F.C. Wagman, Inc.
York, PA

The American Road & Transportation Builders Association (ARTBA) advances the interests of the U.S. transportation construction industry. Period.

Based in Washington, D.C., ARTBA has played a key leadership role on every major piece of federal legislation impacting transportation development, beginning with the first Federal-Aid Road Act in 1916.

In 2004, ARTBA helped ensure passage of a new federal law that will provide an additional $22 billion for state and local transportation improvement projects over the next six years. It was a very significant victory for the industry that some have overlooked as the TEA-21 reauthorization battle has become protracted.

The new law achieved two long-standing ARTBA legislative priorities. It ensured that motorists using ethanol-blended motor fuels are contributing the same federal user fee resources to the Highway Trust Fund to support transportation improvements as those who purchase straight gasoline and also provided resources necessary to combat unlawful motor fuel tax evasion.

The ethanol tax reform accounts for $19 billion alone and the fuel tax evasion provision is expected to generate an additional $1 billion annually. This new revenue stream is the reason the Bush Administration is now supporting a $284-billion, six-year TEA-21 reauthorization investment.

Of course, this new law would not have happened without the leadership of members of House and Senate transportation, finance and tax committees. The several dozen organizations that participated in the coalition that helped push the ethanol initiative also deserve credit, especially the Renewable Fuels Association (RFA), whose support and leadership was key.

However, no other national association in Washington devoted more time, talent, resources or effort to pushing ethanol tax reform than ARTBA. The RFA recognized ARTBA’s singular leadership in February 2005 before nearly 1,000 people attending their national conference. ARTBA was presented the ethanol industry’s “Industry Partnership Award.”

Ethanol reform is just the latest example of the market development results ARTBA delivers for our industry.

A permanent new revenue stream to the Highway Trust Fund of about $4 billion annually—the equivalent of a two cents-per-gallon increase in the federal gas tax—is a nice return on a company’s annual ARTBA membership dues investment. It’s also another multi-billion-dollar example of why ARTBA is the “Driving Force in Transportation Construction!”

"Whether it’s advocating for increased federal transportation investment, pushing new market approaches like public-private partnerships, continuing quality product emphasis, thwarting attacks on the highway and transit program by anti-growth groups or providing coalition leadership, no other national group can deliver results for our industry like the American Road & Transportation Builders Association.”

Gene McCormick

Senior V. P., Parsons Brinckerhoff

ARTBA’s singular leadership on ethanol tax reform was recognized with a national “Industry Partnership Award” from the Renewable Fuels Association (RFA). ARTBA Senior Vice President of Government Relations, David Bauer (right), accepts the award from RFA’s President
and CEO Bob Dineen.

ARTBA’s Legal Advocacy Program: $40-Billion Success Story

ARTBA is the transportation construction industry’s primary advocate on federal environmental litigation and regulatory issues.

To help protect the market, ARTBA earned victories, including several before the U.S. Supreme Court, that had the potential to set national precedents that could constrain future state and local transportation improvement programs. In 2005, ARTBA is working to beat back efforts by the Sierra Club to delay and prevent the widening of highway U.S. 95 in Las Vegas, NV, from six to 10 lanes. If successful, the Sierra Club has pledged to take similar legal actions in other communities across the country aimed at halting highway improvements.

Since 1993, ARTBA’s legal advocacy program has allowed more than $40 billion in approved—yet challenged—U.S. transportation projects and plans to move forward.

To help support ARTBA’s legal efforts on the industry’s behalf, contact the association’s Vice President of Marketing & Membership Development, Eric Rothman, at 202-289-4434 or erothman@artba.org.

Broad-based ownership throughout the firm has created a palpable sense of pride among our employee shareholders and our clients as well.

Expect... Commitment to Safety

Ownership culture has contributed to our unwavering dedication to health and safety. Employee owners know that a safe work environment translates into bottom line benefits.   Gannett Fleming

GANNETT FLEMING
Harrisburg, PA USA
PH 1-800-233-1055

www.gannettfleming.com

The Gannett Fleming, Inc. Board of Directors is a cross section of our technical and business leaders, and drives the success of the firm in all the practice and geographic areas we serve.

In 1915 when our firm was founded, there was a staff of two. Both were engineers, and the first work done by Gannett Fleming was largely in the field of water supply.

Our first assignment was to visit Erie, PA, on August 4, 1915, and write an article on the disastrous flood that swept through the heart of town the previous day, killing more than 80 people. Our client, coincidentally, was Engineering Record magazine. This job marked the successful beginning of Gannett Fleming, as it led to our designing and supervising construction of a new $2-million dam.

While the cornerstone of our business is still consulting engineering, we have changed. Today, we employ close to 2,000 professionals. We are planners, designers, IT specialists, program managers, construction managers and so much more.

The key to our long-standing success is well-rooted with our founder, Farley Gannett himself. He was a true leader, with a visionary nature squarely focused on expanding the firm’s activities. His determination and drive led the firm for the first 42 years, an accomplishment never equaled by anyone since.

Farley embodied an unusual combination of traits. He was focused on finding solutions, no matter what the hurdle or situation. At the same time, he embodied the human qualities that endeared him to all who knew him. He was an entrepreneur in every sense of the word, truly a legend in his time.

Today, 90 years later, those same principles that Farley Gannett embodied are the key characteristics of the firm’s leaders. We are passionate about the consistent quality of work we provide. Interestingly, we don’t strive to become the biggest firm in the engineering market. Rather, our goal is to be the best that we can be, and be the preferred provider in the markets that we serve.

Our world has changed a great deal since our founding on August 1, 1915. Technology is advancing at what feels like an unprecedented speed, and we harness its power to leverage solutions that make our clients successful. Like a great masterpiece, we view ourselves as a great work in progress.

With more than 50 offices nationwide, we have the zest and the resources to provide a total spectrum of services. Our Practice Leadership Teams ensure that all projects receive the appropriate expertise for every issue. We work hard to develop relationships with our clients and maintain them by providing consistent, high-quality services. This tradition of excellence began with our simple beginning, and has become the mantra of all our employees today.

The first 90 years of Gannett Fleming? They have been wonderful. But it’s only the beginning. We’re just getting started.

When Hill International was founded in 1976, we recognized that many owners and contractors of major construction projects were spending too much time in litigation. Hill was built on the premise that with proper planning, well-drafted contracts and constant monitoring, many construction claims could be avoided. As a result, Hill became one of the largest construction claims consulting firms in the world.

It wasn’t long before we realized that Hill could be more than a reactive resolver of disputes and could become a proactive solver of problems before they arise. With the best professionals in the construction industry, Hill began providing project management services. Today, Hill International has grown to become one of the largest construction management firms in the world, ranked 14th on ENR’s list of the top Construction/Program Management-For-Fee Firms in 2004. We have helped manage over 1,000 projects with a total construction value of over $100 billion. Hill’s claims experience gives us a unique understanding of what can go wrong on a construction project. We use this knowledge to identify potential trouble spots on a project before they develop into problems, then recommend or initiate preventive action through strategic planning and project controls. As construction project manager, Hill has managed all phases of the construction process from pre-design through completion, including project controls, estimating, procurement, expediting, inspection, contract administration and management of contractors, subcontractors and suppliers. Hill also offers extensive program management, project management oversight, troubled project turnaround, staff augmentation, project labor agreement and other project consulting services.

Irvin E. Richter
Chairman & CEO
David L. Richter
President & COO

Hill International remains a world leader in construction claims consulting, having participated in over 5,000 disputes valued in excess of $50 billion. Hill has developed an international reputation for its innovative approaches to preventing and resolving time and cost overruns on major construction projects worldwide. Hill offers its clients a full spectrum of construction dispute resolution services, enabling them to complete construction on time and within budget, while minimizing claims and other problems. Hill’s claims consulting services include claims resolution, case strategy, issue analysis, establishment of causation, cost recovery, damages assessment, schedule and delay analysis, litigation support, expert witness testimony, mitigation, claims prevention and training programs and other management supports.

Our formula is simple: we hire the best people, understand our clients’ needs and objectives, then take ownership of each and every project that we are involved in. No matter how large or small our role is in a project, our mission is to exceed our clients’ expectations in every way possible.

  Kimmel & Associates Executive Search

25 Page Avenue
Asheville, NC 28801
PH: 828.251.9900
FAX: 828.251.9955

Our Mission:
“To assist in the corporate
growth of our clients; to assist
in the personal growth of our candidates; to grow profitably, and to honor God in all we do.”

Kimmel & Associates was created in 1981. Our mission statement is: “To assist in the corporate growth of our clients; to assist in the personal growth of our candidates; to grow profitably, and to honor God in all we do.”

This declaration of the principles and practices guide the executive search professionals at Kimmel & Associates. We work with diligence and assure those for whom we work that our efforts will be executed ethically and with great determination.

It promises that a spirit of service will drive our actions.

But true service requires action.

Our commitment to service manifests itself at Kimmel & Associates in many ways.

First, we demand that our consultants and recruiters work honestly and ethically. The trust that our clients and partners put in us is highly valued. We work at a standard that maintains and deepens that trust.

Further, it drives the recruiters and consultants to work with energy and discernment. We know more people in construction than any other search service. When a company’s success causes them to grow, we will present the strongest possible roster of professionals to our clients for them to consider.

A commitment to service also obligates us to continually improve and progress for the companies we work for. Executive search is highly unregulated, so a commitment to self-regulation and quality remains a top priority at Kimmel & Associates.

It drives us to work urgently, knowing that a client’s timetable must often dictate ours.

It explains why we send a quality survey to each client designed to measure the value of our service to you.

The spirit of service calls on us to care about the construction industry and its health. To that end, we stay involved in events that gauge the direction that the construction industry is moving. Representatives from Kimmel & Associates participated in the ENR Top 1000 Leadership Conference in Chicago, where one of our consultants was a panelist. Similarly, a team from Kimmel attended the Owner’s Summit in New York City in July.

Finally, in 2004, acting on concerns we heard voiced by leaders in the construction industry about the lack of future leaders, Kimmel & Associates established our own Grant for Students in Construction, an effort to provide financial assistance to students who are both in college and aiming for a career in the construction industry.

Joe Kimmel
President

Kimmel & Associates awarded prizes of $1,000 each to 34 young men and women in the Spring of 2005 and is currently accepting applications for the Summer 2005 and Fall 2005 college terms as well. We want to encourage these future builders to pursue work in the profession we are indebted to.

Kimmel & Associates ranks as the largest executive search firm in the construction industry because we have maintained a strict adherence to service as our guiding principle.

We feel that the work ethic and standard of excellence that we must maintain has been established for us by the builders we work with.

In 1976 Anthony Marnell began his journey to create his vision. Imagination, sound construction practices, design and perseverance have led Marnell Corrao Associates to a leading position in the design-build industry. Marnell has been a major contributor in transforming the Las Vegas skyline with world renowned hotel/casinos such as The Mirage, Treasure Island, Rio, Bellagio and Wynn Resorts.

Marnell Corrao Associates has performed design-build work for many of the major casino companies in the United States. The company attributes its success to superior customer service combined with creativity, quality and professionalism. They have been able to achieve this by consistently providing their customers with creativity, professionalism and service that is the hallmark of the entertainment industry.

The key to Marnell Corrao’s continued success lies within its successful diversification wrapped into one company. One of the best known architectural firms in the gaming industry, Marnell Corrao has the ability to handle the responsibilities of an architect, developer, interior designer, construction supervisor and property manager. The company has the depth and experience to make the client’s dream into a reality, directing each step necessary to complete the process.

“We have a passion for designing and creating buildings that stand apart, that catch the eye and stir the imagination,” says Anthony Marnell II, chairman/CEO. Over the years, the company has been involved in over $8 billion of construction work, including the building of over 70,000 guest rooms.

One of the company’s strengths resides in its newest business unit, Marnell Consulting. This division provides financial feasibility, marketing analysis, marketing and merchandising programs, gaming and show creation. An idea can start off brilliantly, but soon very basic questions of financial feasibility require well-researched answers. That’s where Marnell Consulting comes in with the skills and abilities to develop a business plan for success. The new division also provides marketing analysis. Once the company has devised and secured a solid marketing direction, they can conceive, design and create all the collateral elements necessary to execute the project. The Marnell Consulting group also can help with gaming and other entertainment venue opportunities. With experience in the hotel, casino and gaming industries, Marnell Consulting can identify and create all the tools needed to operate an efficient, productive facility. Most important, Marnell Consulting can bring an idea to reality. The company was instrumental in the creation of many shows including the Rio’s Copacabana Dinner Show, Parade in the Sky, “O” at the Bellagio and “Zumanity” at New York, New York, to name a few.

The company has also embarked in a new direction with the creation of Marnell Properties, focusing primarily on the office, retail, and flex/distribution real estate. However, Marnell Properties also offers master-planned developments, support services, infrastructure, location, leading edge technologies and responsive management.

In today’s business world, Marnell Corrao Associates can manage the challenges and decisions of any project—from inspiration to actuality. With Marnell Corrao Associates, expect projects that are innovative, on time and on budget.

In 1983, from a small office in Atlanta, GA, U.S. COST prepared construction cost estimates for architectural, engineering, government and private clients on projects throughout the southeast. Many of our first years were spent securing and promoting regional customers including KPS Group, the U.S. Army Corps of Engineers (USACE), the United States Navy (NAVFAC), LS3P, and Lockwood Greene Engineers—all of whom remain active U.S. COST clients.

In our more than 22 years in business, we have expanded from a two-person operation to a company employing more than 100 individuals in over a dozen locations nationwide. As our business has grown, so has our commitment to providing the highest-quality services and products to the construction industry. In 1991 we released Success, the first cost estimating system for Microsoft Windows. In 1998 Success became the first 32-Bit estimating system on the market. The tradition of being first-to-market continued with the release in 2004 of eSuccess, the first Web-based estimating tool. Of course, our flagship product, Success, continues to be improved and refined with each version.

Today, Success and eSuccess have thousands of users including a virtual who’s who of the corporate world and government agencies: Sears, Merck Pharmaceuticals, British Nuclear Group, Intel, U.S. Navy and Marine Corps, U.S. Dept. of State, CH2M HILL, Lockwood Greene Engineers, Federal Aviation Administration, Duke Power, Procter & Gamble, Bechtel, NASA, Halliburton, Rebuild Iraq, Fluor Government Group and Ralph M. Parsons Company, among many others.

With offices throughout the United States and across the world, U.S. COST in 2004 launched initiatives that will continue to expand the company presence geographically and add new products and services. Our new New York office, new ScheduleTool for Primavera and new Web applications for the Dept. of Defense (including a Web-based A/E resource guide for anti-terrorism force protection tactics and equipment) are just three examples. Existing and new customers will benefit from additional local administration of project controls, cost estimating, scheduling and value management services from our newest offices. Additional expansion in technical resources to support Success customers with on-site integration, unique databases and specialized software tools will allow U.S. COST to further expand our capabilities in cost and budget management delivery.

The release and application of our newest product, eSuccess, will fundamentally change the way many customers relate to our products and services. Now anywhere, anytime—in real-time—our customers can access and follow cost estimates as they are developed, collaborate and share data and reports among the project team, manage and query data across projects with the click of a mouse and even annotate the estimates as necessary. As we move into our next 20 years, our stability, focused technical strength, management depth and commitment to complete customer satisfaction will continue.

For more than a century, Washington Group International has made a difference the world over through the innovation, experience and dedication of our people. From craft workers to superintendents, scientists to engineers, and administrators to managers—all doing what they do best: getting the job done, no matter how challenging.

What makes us different?

Our people are prepared for the work they do. We make it a priority to attract, develop and employ the most talented people in the industry, then invest in them even more, so they’re equipped, confident and ready to deliver. In 2004 alone, our employee development investment totaled $52 million and included more than 1.3 million training hours.

No job is too big, too complex or too remote

Washington Group people are willing to tackle projects that, because of complexity, sizes, technical or logistical challenges, are beyond the scope of most firms in our industry.

In 2004, our people worked with more than 2,500 Iraqi citizens to help rebuild and upgrade the country’s electrical, water, medical and educational facilities. This included renovation and rebuilding of power plants that provide 640 megawatts of electricity for the people of Iraq. We also repaired 324 transmission towers and installed 400 kilometers (250 miles) of lines through areas requiring unprecedented security measures.

Mother Nature challenged us, too. Through an unrelenting winter in Ontario, Canada, where the thermometer dropped to minus 51º Celsius (-60º F), our mining specialists kept a phosphate mining operation running smoothly, 24-hours a day.

In Oregon, a team of our engineers and scientists began a program to destroy almost 4,000 tons of Cold War chemical-agent weapons at the Umatilla Chemical Agent Disposal Facility—a facility also designed and built by Washington Group.

These are just a few examples of our performance—performance that promises that Washington Group will deliver quality results, no matter the circumstances.

Our unparalleled safety record

Barr & Barr Inc. was founded in 1927 by Joseph R. Barr with a commitment to personal service for owners and architects. Mike Chapin, CEG, PE, President & CEO

The Geocon group of professional companies provides geotechnical, environmental, geologic, materials testing and environmental contracting services through a regional network of offices in the West.

The cornerstone of Geocon’s success is the firm’s design around the needs of clients and a commitment to service. For example, we opened our Las Vegas office in response to the requirements of a single large client. In developing solutions, our focus is on the pragmatic—workable answers aimed at creating feasible projects that are professionally sound, meet regulatory requirements, and can be completed within realistic budgets. As a result, 95% of Geocon’s work comes from repeat clients.

A major factor behind Geocon’s success since 1971 is the longevity of its staff and management. For many of the same reasons that our clients want us on their teams, our culturally and ethnically diverse employees tend to stay with Geocon for most or all of their professional careers. A large percentage of our 200 employees have double-digit tenures.

At the other end of the scale, our internship opportunities are among the most sought-after in the profession. In addition, Geocon participates in a variety of middle school and high school programs that are attracting minority and women students to the profession.

Our focus is always to recruit and retain the best and most professional individuals in every specialty.

Close attention to the needs of clients and employees is the driving force behind Geocon’s steady growth from a local San Diego firm with a concentration in land development into a leading provider of a far broader range of services throughout the Western United States and Mexico. Geocon’s experience and expertise enables it to address virtually every geotechnical and environmental engineering issue—from residential and commercial to industrial, transportation, water resources, institutional, recreational, energy, military, water front and hospitality.
