Arkansas The ArcBest Corp., a logistics and transportation firm, is planning to build a new corporate headquarters on a 40-acre site in the Chaffee Crossing section of Fort Smith. Delaware Davis, Bowen & Friedel is planning to build Osprey Point, a residential development. The 360-unit development will occupy a 132-acre site along Old Landing Road in Rehoboth Beach. Missouri Element Power US LLC is planning to build the Mill Creek Wind Farm in Oregon, Mo. The project entails constructing a 200-MW wind farm with up to 100 turbines on leased sites in Holt County. Oregon Goodpasture Partners LLC is planning to build phase two of Riverwalk on Goodpasture Island Road in Eugene. This phase will involve building 192 additional apartments as well as walking and biking paths. It is being designed by Myhre Group Architects. Texas SpaceX, or the Space Exploration Technologies Corp., a private space-transport services company, is planning on building a commercial orbital launch complex in the Boca Chica Beach area, east of Brownsville. The proposed facility includes an integration and processing hangar, a launch pad with flame duct, a propellant storage and handling area, and a workshop, warehouse and office complex. There also will be a launch control center and payload processing facility just to the west of the launch site. The project is valued at between $25 million and $50 million. Arizona Seabold Construction Co. Inc. has started building the Joshua Springs Senior Living Community, located in Bullhead City. The three-story, 93,500-sq-ft building will contain 91 units, including 74 assisted-living units and 17 Alzheimer's units, a central commercial kitchen and two dining rooms. California Marathon Construction Corp. has started construction of a new berthing wharf and pier at the Scripps Institution of Oceanography marine facility in San Diego. Michigan The Wexford County Board of Commissioners is currently evaluating proposals from several architectural-engineering firms interested in designing an addition to the existing jail. The project's first phase will provide an addition, comprising an estimated 31,700 sq ft, to contain a new 156-bed cell pod as well as intake, kitchen, laundry and programming spaces. The second phase will entail the renovation of the existing 32-bed facility, located in Cadillac. The project is valued at between $3 million and $5 million. Wyoming 7/16 The Wyoming Dept. of Transportation is seeking bidders to fulfill a paving project. The project entails grading, milling a plant mix, and placing crushed base and bituminous pavement surfacing on 12.21 miles of Interstate 80, beginning at mile marker 174.40 between Rock Springs and Rawlins. Louisiana 7/18 The New Orleans Aviation Board is seeking bids from construction management-at-risk firms interested in managing the construction of the North Terminal at the Louis Armstrong International Airport. The project encompasses a 650,000-sq-ft building featuring two concourses, 30 gates and a 2,000-space parking garage. It was designed by Pelli Clarke Pelli Architects and Manning Architects. Florida 7/22 The City of St. Petersburg is seeking bidders to carry out the Southwest Water Reclamation Facility biosolids waste-to-energy project. The project entails adding two new primary clarifiers, two new digesters, a waste-heat-to-biosolids-heat recovery system, a fats, oil and grease receiving station, and a new dewatering facility. The project was designed by Brown & Caldwell. The project is valued at between $60.6 million and $76.7 million.
