California Wilson Meany & Sullivan, a developer, is planning to build a group of office buildings at Bay Meadows, an 83-acre mixed-use development on the site of the old Bay Meadows racetrack in San Mateo. The five Class A office buildings will total between 95,000 sq ft and 185,000 sq ft. Hellmuth Obata & Kassabaum Inc. is the designer. The project is valued at between $10 million and $15 million. New York Atkins is drawing up a complete design package to solicit a construction contractor for the renovation of the MacArthur Short Barracks at West Point Military Academy. The project includes repairs to the mechanical and electrical as well as the telecommunications, heating, ventilation and air- conditioning systems; also, the cadet rooms' water infiltration will be repaired. Pennsylvania Scannapieco Development Corp. is planning to build a high-rise condominium tower at 500 Walnut St. in Philadelphia. The 26-story, 40-unit will be built on an 18,155-sq-ft site. Alabama Doster Construction has started building Hill University Center, the student center at the University of Alabama at Birmingham. The four-story, 159,000-sq-ft building will include a food-service and dining facility, a retail store, a bookstore, outdoor-patio dining, a 280-seat theater, meeting rooms and offices. Florida The National Aeronautics and Space Administration has awarded a $99.6-million fixed-price contract to the Hensel Phelps Construction Co. to modify High Bay 3 of the Vehicle Assembly Building at the Kennedy Space Center. Texas First Solar Inc. has started construction of the Barilla Solar Project in Pecos County. The project entails building a 22-MW photovoltaic solar farm on a 175-acre site. Colorado 4/22 The U.S. Army Corps of Engineers is seeking bidders to pave the Butts Army Airfield runway. The project entails pavement removal, asphalt overlays and crack sealing, new concrete pavement for taxiways and helipads, a new surface-runoff storm-drainage system and new lighting. Oregon 4/25 Bethel School District No. 52 is seeking bidders to build a new Malabon Elementary School in Eugene. The two-story, 55,000-sq-ft building will contain between 18 and 25 classrooms. Maryland 5/1 The Maryland Dept. of Transportation is seeking bidders to build a new bridge near Easton, to carry state Route 331 over the Choptank River. The 2,020-ft-long bridge will consist of six steel-girder spans over the river and seven prestressed-concrete bulb-tee girder spans over the marsh-wetland area. The project also includes rehabilitation of the existing swing-span through-truss bridge. The project has been valued at between $30 million and $50 million. Maryland Dept. of Transportation, 211 E.
