Indiana Purdue University is planning to build a combination classroom-and-library building. The new, 38,000-sq-ft building will consolidate the school's engineering and science libraries, which currently are located in five different buildings that, together, comprise 58,000 sq ft. Massachusetts Bristol-Myers Squibb is planning to expand its biologics manufacturing facility in Devens. The first phase entails building a two-story, 120,000-sq-ft process-development laboratory. Construction is expected to begin in late 2013 and be completed in 2015. This first phase has been valued at $50 million. Pennsylvania VM Development Group LLC is planning the Simon Silk Mill development in Easton. The project's first phase involves the conversion of a four-story building into commercial space on the first floor and 36 apartments on the upper floors. The first phase also includes developing a separate one-story building into commercial space and parking as well as building a road and two parking lots. The Easton Redevelopment Authority owns the property, but the first-phase buildings will be sold to and managed by VM. The first phase has been valued at $15 million. Bids/Contracts/Proposals

Georgia McKnight Construction Co. has started work on the Athens-Clarke County Jail expansion and renovation project. The project entails 165,800 sq ft of new construction and the renovation of 52,233 sq ft of existing space. The project scope comprises five open dormitories that will have 64 beds each. One 72-bed housing unit will have four-person cells. The renovated housing units will be a mix of two-person cells and dorms that house a total of 190 beds. The high-security area will be single cells housing a total of 72 beds. There also will be a special-needs unit. Prefabricated modular cells will be used when appropriate. New Jersey Weeks Marine has started work on a beachfill repair project along the Atlantic Ocean coastline of Absecon Island. The project's base bid of $17.3 million includes placing 1.2 million cu yd of beachfill. Tennessee Charles Blalock & Sons Inc. has started building the Erwin Railroad Overpass in Erwin. The project involves constructing a half-mile-long bridge that will pass over the CSX rail lines, which will relocate state Highway 107 from the John Sevier Highway to Main Avenue. Arizona 6/21 The City of Phoenix is seeking statements of qualifications from design-build firms seeking to carry out the Sky Harbor International Airport Terminal 3 modernization. The project encompasses three components: The first component will expand the north and south security checkpoints. The second component will expand the concessions area, reconfigure and expand the ticketing and baggage-claim areas, and add escalators and elevators. The third component will redevelop the south concourse and create nine additional gates. Construction on the first component is expected to start in mid-2014. California 7/2 The Sacramento Municipal Utilities District is seeking proposals for engineering services to design the Iowa Hill Pumped Storage Facility. The project entails building a 400-MW pumped-storage facility near the town of Camino, one mile upstream of the Slab Creek Dam on the south bank of the existing Slab Creek Reservoir. The project team will construct a new 6,400-acre-foot-capacity reservoir atop Iowa Hill, the upper reservoir; excavate underground tunnels, shafts and a cavern, to enclose the powerhouse and pumping facility; build an underwater intake-outlet structure in Slab Creek Reservoir; build a new 230-kV switchyard adjacent to the upper reservoir; build about two miles of electrical transmission line and upgrade existing access roads. Colorado 7/11 The City of Loveland is seeking bidders to expand and remodel the Loveland Service Center. The project involves remodeling three two-story buildings that total 49,538 sq ft.
