Arkansas Big River Steel plans to build a steel mill in Osceola. The project entails the construction of an 80,000- to 113,000-sq-ft plant on a 1,140-acre site, bordered by the Mississippi River to the east and a rail line on the west side of the property. The mill will produce flat-roll steel and low-alloy, high-strength steel. The project is valued at $500 million. Connecticut Forest City Ratner Cos. is planning to renovate the former Winchester rifle factory complex at 275 Winchester Ave. in New Haven to create the Winchester Lofts. The project entails the gut renovation of six buildings into 158 residential units while maintaining the building's historic wooden frame. Twenty percent of the units will be set aside as affordable housing. John Moriarty and Associates has been selected as the general contractor. The project has been valued at $40 million. Michigan La-Z-Boy Inc., the furniture company, is planning to build a new corporate headquarters on a 120-acre site in Monroe. The project entails the construction of a three-story, 200,000-sq-ft building. The Collaborative Inc. has been selected as the design firm, and Rudolph/Libby Properties has been selected as the construction manager at risk. The project is valued at $41 million. Texas OliverMcMillan Inc., a developer, is planning to build River Oaks District, a mixed-use project on a 15-acre site at the intersection of Westheimer Road and West Creek Lane in Houston. The project entails building 99,000 sq ft of office space, 270,000 sq ft of office space and 278 residential units. VCC has been selected as the general contractor. Hawaii Bodell Construction has started building a 6.7-MW biomass-to-energy powerplant for Green Energy Hawaii in Poipu on Kauai. The project team will build an administration building, a boiler house, a turbine house, a fuel-storage area, a raw-water tank and a power sub-station. The plant will burn wood waste and short-rotation trees grown on the 2,000-acre site. The job is valued at $90 million. Illinois Curran Contracting Co. has started work on the Jane Addams Memorial Tollway-widening project. The job entails widening the eastbound lanes of the tollway, or Interstate 90, from mile post 24.9 to mile post 33.5 in Boone and McHenry counties. The project also includes the reconstruction of the Genoa Road Ramp A exit terminal and the Genoa Road Ramp B entrance terminal and the construction of storm drainage systems, box culverts and intelligent transportation systems. Virginia Donley's LLC, the construction manager, has started building the North Grounds Recreation Center and Pool expansion project on the University of Virginia campus in Charlottesville. The project team will build a single-story, 30,000-sq-ft addition to contain a 25-meter-long, 10-lane pool, two squash courts, a whirlpool, a sauna, a multi-purpose fitness room and two outdoor tennis courts. The job also involves the renovation of 7,000 sq ft of existing space. The project has been valued at $12 million. California 4/10 The San Bernardino Association of Governments is seeking bidders to carry out the Lenwood Road Grade Separation Project in Barstow. The project entails separating Lenwood Road and the BNSF railroad tracks. Between Main and Jasper streets, the expansion of Lenwood Road to four lanes will include the construction of a roadway bridge, retaining walls, local street improvements, drainage improvements and utility relocations. Construction is expected to begin in December 2014 and be completed by January 2016. The project is valued at $20 million. Washington 5/28 Sound Transit is seeking bidders to build the Northgate Link Extension in Seattle. The project entails boring 18,435 ft of segmentally lined, twin-bored running tunnels consisting of three reaches: 8,080 ft from the Maple Leaf Portal to Roosevelt Station; 5,530 ft from Roosevelt Station to the U District Station; and 4,825 ft from U District to the University of Washington Station. The project includes 23 cross passages excavated at intervals, placement of the tunnel invert slab, walkways and utilities, and TBM retrieval.
