CALIFORNIA Ninyo & Moore was selected by Carollo Engineers to perform a geotechnical evaluation of the design and expansion of the San Luis Rey reclamation treatment plant. The expansion includes a chlorine contact basin and splitter box, a filter-control building, chemical facilities tanks, yard piping and related structures. The evaluation will include site analysis, seismic considerations and detailing of earthwork required by the site condition. The project currently is estimated at $4.5-million, and is seeking partial funding from the American Recovery and Reinvestment Act. MARYLAND James G. Davis Construction Corp. has been awarded a $75-million firm-fixed-price contract by the U.S. Army Corps of Engineers, Philadelphia District, for the construction of the Command Control/Communication Network Transport (C2/CNT) Facility East at Aberdeen Proving Grounds. The 650,000-sq-ft multistory building will house software engineering facilities and computer laboratories for electronics research and development. Completion is estimated for December 2010. MINNESOTA/WISCONSIN Parsons Brinckerhoff has been selected by the Minnesota Dept. of Transportation and the Wis. Dept. of Transportation to provide concept design and related services for the $200-million St. Croix River Crossing. The span will connect Stillwater, Minn., to Houlton, Wis., and serve as a link between Trunk Highway 36 in Minnesota and WIS 64 in Wisconsin. The bridge will be a segmented concrete structure with 3,460-ft of extradosed river spans and 1,580-ft of approach spans in Minnesota. It will have 40-ft-wide roadways as well as a 12-ft pedestrian trail. The bridge will have seven towers and spans of roughly 480 ft each. The new bridge replaces a historic lift bridge. Work under the design contract includes development of design criteria, concept and architectural drawings, foundation options as well as cost estimates. TEXAS URS Corp. was selected by the University of Houston to program, plan and prepare a design concept for a wind-turbine-blade testing facility to be built on the Texas Gulf Coast. The project is the result of a cooperative research and development agreement among the Dept. of Energy’s National Renewable Energy Laboratory, the University of Houston and the members of the Lone Star Wind Alliance. The facility will be built in multiple phases on a 22.8-acre site and will be capable of testing blades ranging from 70-m to 100-m long. It will have test stands for blades of various lengths and diameters, preparation areas for assembling test- and data-collection equipment, hydraulic and mechanical pulley-testing systems, as well as workshops and spaces for offices and support operations. INDIANA 5/12 Ball State University Purchasing Dept. 3401 N Tillotson Ave, Muncie 47306, geothermal wells. The project calls for the installation of geothermal vertical closed loop well fields on the campus of Ball State University in Muncie. The work includes drilling wells, grouting, installing loop piping and horizontal-header piping and erosion control. After the wells are in place, the project calls for reinstalling softball fields, playing fields and parking lots that will be disturbed by the construction. The project is estimated at $15 million.
