FLORIDA Hensel Phelps Construction Co. was awarded a $121-million firm fixed-price contract by the U.S. Army Corps of Engineers, Mobile, Ala., District, for construction of the new FY09 Special Forces Complex at Eglin Air Force Base, Fla.
