Arthur-Hadnett

Arthur “Art” Hadnett has joined HNTB Corp. as president of the firm’s Los Angeles-based western division covering nine states and as a corporate senior vice president. He was a vice president and transportation practice leader at Stantec and national PM/CM leader in that sector. Hadnett is association director of the California Transportation Foundation and immediate past president of the Los Angeles County chapter of the American Council of Engineering Cos.

The Design-Build Institute of America has named Lisa B. Choplin as its newly created deputy executive director, effective on Sept. 8. She was chief of the Maryland State Highway Administration’s innovative contracting division and alternative project delivery program since 2006, and was a 28-year agency veteran. Choplin is a former board member of DBIA’s Mid-Atlantic region and co-founded its Maryland chapter.

KMD Architects, San Francisco, has named Kavinder Singh as executive vice president. He is formerly vice president of business development for Turner Construction Co., based in the Bay Area. The firm says it has projects in 30 states and 15 countries. It ranked at No. 398 on ENR’s list of the Top 500 Design Firms.

Mario Echagarrua has joined transportation design firm Wantman Group Inc., West Palm Beach, Fla., in a newly created role as chief operating officer. He had been vice president and office manager at URS Corp. in Boca Raton, Fla., since 2013, and previously, was president of bridge design firm EC Driver before URS acquired it. Wantman ranks at No. 338 on ENR’s list of The Top 500 Design Firms.

Parsons Corp. has elevated Rick Henderson to senior vice president and Middle East Africa finance director. A 20-year company veteran, he had been vice president and corporate controller. He is based in Abu Dhabi.

Seth-Horowitz

Seth Horowitz has joined specialty contractor Component Assembly Systems Inc. as vice president of national sales and operations. He had been publisher of regional media for ENR since 2008 and formerly served as director of transactional sales for McGraw Hill Cos. Horowitz is a board member of the New Jersey ACE mentor program. He is based in Wall, N.J. The firm specializes in drywall and acoustical construction nationally.

Skanska has named Robert D. Flory as senior vice president and account manager for its building business unit in California. Now based in Oakland, he had been chief operating officer of Vanir Construction Management Inc., Sacramento. He is a former director of the Northern California chapter of the Construction Management Association of America.

McCarthy Building Cos., Newport Beach, Calf., has elevated John McRitchie to senior vice president of commercial and education services for its southern California division. He succeeds Mark Mardock, who has retired.
