Major Gen. Theresa C. Carter, U.S. Air Force civil engineer, will become special assistant to the commander of the Air Force Materiel Command. She will relocate from the Pentagon to Joint Base Andrews in Maryland.

Brig. Gen. Timothy S. Green, director of installations and mission support for the Air Combat Command, located at Joint Base Langley-Eustis in Virginia, succeeds her in the renamed role of director of civil engineering. Other staff and organizational changes in the service's engineering and construction operations also are expected, but a spokesman could not provide details at ENR press time on March 10.

Mauricio Alonso has joined engineer Thornton-Tomasetti as senior vice president in its property-loss consulting practice. Based in Ft. Lauderdale, Fla., he will focus on developing work in Latin America and the Caribbean. Based in Miami, Alonso was CEO of the Latin America region for Crawford & Co., a major insurance-claims management firm.

SWAFFORD
Montreal-based global engineer SNC-Lavalin Inc. has named Preston Swafford as corporate chief nuclear officer and president and CEO of its Candu Energy unit. He is based in Toronto in the firm's power group. Swafford had been executive vice president and chief nuclear officer in the nuclear power group of the Tennessee Valley Authority. He also is a member of the new international advisory group to the Japan Nuclear Safety Institute. Alexander "Sandy" Taylor has joined SNC-Lavalin as president of the power group, which also includes hydro, transmission and distribution, and thermal units. He was senior group vice president of the global oil, gas and petrochemicals business unit of ABB and CEO of ABB Canada. Also joining the company is David G. Wilkins, who becomes chief compliance officer on June 1. Wilkins will succeed Andreas Pohlmann, who "will move into a consulting role, with a strategic focus on ongoing World Bank compliance initiatives," says the firm. In 2013, SNC-Lavalin was debarred from World Bank projects for 10 years for alleged bribery by former employees on a Bangladesh project but has worked with the institution on ethics upgrades. Wilkins has been associate general counsel and director of ethics and compliance at Dow Chemical Co. since 2008.

Shawmut Design and Construction, Boston, has charged Chief Operating Officer Les Hiscoe with the added role of president. The construction management firm says Hiscoe spearheaded the launch of its New York City and Los Angeles offices.

PETERSEN
Architect-engineer Leo A Daly, Houston, has promoted Dennis W. Petersen to corporate president. He had been, since 1998, president of its Lockwood Andrews & Newnam Inc. unit; Leo A Daly acquired the firm in 1991. Petersen is also chairman of the Texas Council of Engineering Companies' state legislative committee.

Several new executives have joined design firm Stantec. Dan Bernstein is now U.S. oil-and-gas vice president. He was president and general manager of Bakersfield, Calif.-based Process Unlimited International, a 450-person firm acquired in early March. Ron Boyd is managing leader of Stantec's Virginia-based environmental services team. He was president of Williamsburg Environmental Group, Williamsburg, Va., a 115-person firm acquired in December. David Dixon, a partner at Boston consultant Goody Clancy and founder of its planning practice, has joined Stantec as a senior principal.

CDM Smith, Cambridge, Mass., has hired David Neitz as corporate chief information officer. Formerly CIO at MWH Global, he has been cited by IT industry publications for his business-focused technology innovations.

Steve Johnson has been elevated to executive vice president of GEM Inc., a Walbridge, Ohio, industrial specialty contractor. He was senior vice president of construction. Johnson is secretary of the Association of Union Contractors, a 2,500-member contractor group in Washington, D.C., and vice president of the Mechanical Contractors of Northwest Ohio. GEM is a unit of contractor The Rudolph-Libbe Cos. Inc.
