Grumski
J.T. Grumski has joined TAS Energy, a Houston-based energy technology company, as president and CEO. He had been a senior vice president of Science Applications International Corp. (SAIC) as well as president of its Benham Cos. LLC unit and chairman of its R.W. Beck subsidiary.

As CEO, he succeeds Craig Hurlbert, who will remain chairman. As president, he suceeds Mike Brady, who remains chief operating officer.

Nelson
URS Corp. has named Leisa Nelson as vice president and manager in Houston of its 200-employee infrastructure-and-environment division there.

She had been national water-market director for KBR, focusing on the Southeast. Nelson also served as a plant manager for the Houston Dept. of Public Works, responsible for large wastewater treatment and bio-solids dewatering facilities, including the Southwest Wastewater Treatment Plant.

Leo

The University of Georgia, Athens, has named Donald Leo as the first permanent dean of its new College of Engineering, launched in 2012. His appointment is effective on July 1.Leo is a professor of mechanical engineering and a Washington, D.C.-based vice president of Virginia Tech University, Blacksburg.He previously served as associate dean for research and graduate studies at its College of Engineering. In his new role, Leo will run an engineering school without departmental boundaries to promote interdisciplinary studies, says the school.

Flatiron Construction Corp., Longmont, Colo., has appointed Bruce Trott as senior vice president of operations. He was president of PCL Civil Constructors Inc., a unit of PCL Construction Enterprises Inc., Denver. Trott helped launch the PCL group's first foray into alternatively financed work and changed its focus from bid-build to a majority of design-build projects, says Flatiron.

Mike Caggiano has joined accounting firm and business consultant Grassi & Co. as chief operating officer and chief financial officer. He had been CEO of Interim1 LLC, a management consulting firm specializing in staffing and development.
