Joseph Skinner, president and CEO of engineering firm Greenhorne & O'Mara, Laurel, Md., will join Edmonton, Alberta-based consulting giant Stantec as a practice managing leader as of Dec. 31, the firms tell ENR. The new role follows Stantec's planned acquisition of G&O, announced on Nov. 30 and set to be completed by year's end. G&O, with 520 employees and 2011 revenue of $72.6 million, ranks at No. 145 on ENR's list of the Top 500 Design Firms.

When the acquisition is complete, Skinner, a former regional vice president who became CEO in January, will be based in Raleigh, N.C. Stantec will also gain 171 additional employees from two other design-firm purchases to be completed by Dec. 31. To be acquired are Moncton, New Brunswick-based Architecture 2000 and C3TS, a Coral Gables, Fla., transportation engineer with 150 employees.

 

CH2M Hill Cos. has elevated Neil Reynolds to senior vice president and regional managing director of the firm's operations in the Middle East, North Africa and India. These operations include activities of Halcrow, which CH2M Hill acquired in 2011. Reynolds had been a company vice president and international operations director of its water business group. Reynolds says he will continue as group director until Dec. 31, but the firm did not name his successor. Reynolds, who joined CH2M Hill in 2009, is a former regional director at both U.K.-based Biwater International and Skanska AB. He is based in Abu Dhabi.

Bob Schafer has been named president of Ranger Construction Industries, a West Palm Beach, Fla., asphalt and heavy-highway contractor, effective on Jan. 1. Formerly executive vice president, he will succeed Mike Slade, who is retiring but will continue as a consultant. Slade also is former chairman of the Florida Transportation Builders Association.

Hunter Roberts Construction Group LLC, New York City, has hired Bob Belitz as vice president of finance and controller. He had been a division controller at ARCADIS and chief financial officer at Malcolm Pirnie Inc. Hunter Roberts, a building contractor founded in 2005, ranks at No. 97 on ENR's list of the Top 400 Contractors, with $555.3 million in 2011 revenue.

 

Gagliardi
Margarita D. Gagliardi has joined Urban Engineers Inc., Philadelphia, as vice president of transit planning. She is formerly senior vice president of transportation planning in the Americas for Halcrow Group Ltd., which was acquired by CH2M Hill Cos. in 2011. She also was named the parent firm's chief technologist. Gagliardi, who remains based in New York City, also had been senior vice president and national planning practice leader at engineer STV Inc. She is a member of the Moles, a national heavy-construction professionals group, and a former transportation planning manager for the Federal Transit Administration.
