HDR Inc., Omaha, has announced executive changes resulting from a company succession. George A. Little is named chairman, CEO and president, succeeding Richard R. Bell, who stepped down from the roles in December but remains a director. Bell is a 37-year HDR veteran who led its employee ownership effort in 1996. Little had been president of HDR Engineering Inc., the firm's largest unit. Succeeding him is Eric Keen, who joined HDR in 1993; he was executive vice president of the unit's transportation business group since 2004.

Chris Wissemann has joined Atlantic City, N.J.-based Fishermen's Energy as CEO. The firm seeks to build a demonstration offshore wind farm in state waters about 2.8 miles off the coast of Atlantic City to produce about 25 MW of generating capacity. Wissemann had been managing director of Great Lakes Wind Energy, Youngstown, Ohio. He also was a president of Garden State Offshore Energy, Hoboken, N.J., and a founder of Deepwater Wind, Providence, R.I.

Batson-Cook Co., a West Point, Ga.-based building contractor, has elevated R. Randall Hall to president. He replaces Raymond Moody, who was in the role for 16 years but remains the company's CEO. Hall is previously senior vice president and general manager of the firm's Atlanta division. He also serves on the Auburn University building science industry advisory council. Batson-Cook, a unit of Japan's Kajima Corp. since 2008, is ranked at No. 333 on ENR's list of the Top 400 Contractors.

Francis Lo and Edward Silver have joined West Sacramento, Calif.-based structural and earthquake engineer Miyamoto International Inc. as principals. The new roles follow the firm's Jan. 26 acquisition of KLT Consulting Structural Engineers, Newport Beach, Calif., and Silver & Associates, Los Angeles, where Lo and Silver were the respective founders and CEOs.

Wendolyn Holland has joined Savannah River National Laboratory, a unit of the U.S. Energy Dept.'s Savannah River Site (SRS) in Aiken, Ga., as director of strategic development and technical partnerships. She was senior adviser for commercialization at DOE's Washington, D.C.-based Office of Energy Efficiency and Renewable Energy, which seeks to accelerate commercialization of renewable energy technologies from the national labs. SRS is formerly a center of nuclear weapons research and development.

Scott Digel has joined Parsons Corp., Pasadena, Calif., as vice president following the firm's Jan. 20 acquisition of O'Connor Associates, a Canadian environmental consultant, where he had been president and CEO. Digel is based in Calgary, Alberta. O'Connor, which has six Canadian offices and 200 employees, will be integrated into Parsons' environment and infrastructure unit. The parent says O'Connor specializes in assessing and remediating petroleum-contaminated sites. The firm reported $34.8 million in 2010 revenue.

Russ Alcorn has been elevated to senior vice president of contractor Skanska USA and national director of its building unit's federal "center of excellence." Based in Orlando, he had been a center vice president since joining the company in 2011. Previously, Alcorn was an operations manager for Hensel Phelps Construction Co. Skanska also named Dennis Norvet as senior vice president of business development in its building unit. Based in Nashville, he had been president of health-care development at Colony Development Partners.

Black & Veatch, Overland Park, Kan., has named John Chevrette as president of its management consulting division, the engineer's 400-person unit that provides business and strategy consulting to its water, electric and gas market-sector clients. He is formerly a senior partner at professional services firm Ernst & Young.

Leggette, Brashears & Graham Inc., a Shelton, Conn., groundwater and environmental engineer, has promoted James Beach to senior vice president. Based in Austin, Texas, the 13-year company veteran had been vice president.

Dennis Lynch has joined Brightworks Sustainability Advisors, Portland, Ore., as vice president in its sustainable-buildings group. He was vice president of health care for Miron Construction and general manager of its southern operation and business development vice president for design-build firm Marshall Erdman & Associates.
