Ken Portnoy has joined Balfour Beatty Construction, Dallas, as vice president of public-private partnerships. He will coordinate the firm's U.S. activity using alternative financing approaches. Portnoy was president of the public facilities division of Garfield Traub Development LLC, Dallas.

HOK, the St. Louis architect, has expanded its global aviation and transportation group. Richard Gammon has been named group director for Europe, the Middle East, Africa and India. He also is named to its board in London, where he is based. Gammon was aviation division director at architecture firm Aedas. Steven Morris joins the group as director of global marketing, based in Los Angeles. He was aviation division business development director at Parsons Corp. Keith Hui is promoted to director of aviation and transportation in the Asia-Pacific region, based in Hong Kong. He was senior aviation planner in Seattle. Dennis Gillespie now is group planning leader, based in San Francisco. He also was a senior aviation planner.
MWH, the Broomfield, Colo., global wet infrastructure engineer-constructor, has elevated Bob Aaserude to senior vice president of its global energy and industry sector. Formerly vice president, he is based in Walnut Creek, Calif.
Jonathan Voelkel has joined Rusk O'BrienGido + Partners, a Boston-based management consultant to engineers and architects, as director of special projects. Voelkel is based in Falls Church, Va.

Jeffrey S. Russell has been named vice chancellor of lifelong learning and dean of continuing studies at the University of Wisconsin, Madison. He had been chairman of the university's civil and environmental engineering department since 2004. Replacing him is Craig H. Benson, who remains chairman of the geological engineering department.
Amy Wazenegger has joined WSP Sells, a Briarcliff Manor, N.Y.-based transportation and infrastructure engineer, as water-resources group manager. The move follows the firm's Sept. 12 acquisition of WAZ Engineering, a Holly Springs, N.C., hydraulic engineer, of which she was president and senior engineer. Wazenegger, now based in Cary, N.C., also is a former board member of the state chapter of the American Council of Engineering Cos.
