Retired Rear Adm. Michael C. Bachmann has joined the federal services division of engineer-architect-contractor URS Corp., San Francisco, as vice president of command, control, communications, computers, intelligence, surveillance and reconnaissance. He is based in Crystal City, Va., near the Pentagon. Bachmann finished his 35-year naval career as commander of the space and naval warfare systems command, a $10-billion operation with over 9,000 employees, says URS.

James Kohlhaas has moved to Science Applications International Corp. as vice president of its energy, environment and infrastructure business unit. He joins the McLean, Va., contractor from Lockheed Martin, where he was vice president of energy initiatives.

Vanessa Forbes has joined the London office of engineer-architect Parsons Brinckerhoff, New York City, as global head of health and safety. She had been group health, safety and environmental manager for PB’s parent company, London-based Balfour Beatty.

Savannah River Remediation LLC (SRR) has promoted deputy project and operations manager Dave Olson to president and project manager. SRR, the liquid-waste contractor for the U.S. Energy Dept.’s Savannah River site in Aiken, S.C., consists of personnel from lead contractor URS, plus Bechtel, CH2M Hill and Babcock & Wilcox.

Zachry Construction Corp., headquartered in San Antonio, has hired Kevin Walker as vice president of design-build. He had been with Pasadena, Calif.-based engineering firm Parsons Corp., most recently as vice president of design-build for major programs in the company’s transportation group.

Natural-resources consultant Normandeau Associates, Bedford, N.H., has acquired Pandion Systems Inc., an environmental science and ecology firm in Gainesville, Fla., that specializes in wildlife interactions with man-made structures. Former Pandion President Christian Newman joins the executive team of Normandeau as vice president in charge of the Gainesville office.

Turner Construction Co., New York City, has named Karen Gould as senior vice president and chief financial officer. Prior to owning a management consulting firm for the past two years, she was senior vice president and chief financial officer at Bell Canada.

Randy Tucker has joined Houston-based mechanical and plumbing engineer ccrd partners as associate principal. He will oversee the firm’s fire-protection and life-safety team. Tucker had been chief strategy officer and chief technical officer at Rolf Jensen & Associates.

Sam Schwartz Engineering, a transportation engineer headquartered in New York City, has promoted Jeff Trim to executive vice president of transportation services following the firm’s acquisition of Chicago transportation consultant Metro Transportation Group. Based in Tampa, he had been senior vice president and general manager and will continue to lead the firm’s Tampa operations as well as head its national transportation projects.

Richard Hirsch has been appointed associate vice president and project director of nuclear construction for the nuclear-energy business of engineer-contractor Black & Veatch, Overland Park, Kan. He was previously operations director and senior construction manager with Fluor Corp.

CTLGroup, an architect-engineer headquartered in Skokie, Ill., has named Martha VanGeem as chairwoman and David Cook as chairman of its new green-solutions practice. They will remain in their current positions. VanGeem is a principal engineer and Cook is principal architect for structural evaluation.
