LIVINGSTON

John T. Livingston, president of Tishman Construction Corp., New York City, has been named to the added position of CEO of AECOM Construction Services Group as a result of the contractor’s 2010 acquisition by AECOM Technology Corp., Los Angeles. A 17-year Tishman veteran, he will lead the unit’s construction and program management operations in North America and the Middle East.

Joel Stone has been named CEO of SpawGlass, a Selma, Texas-based contractor and design-build firm. Currently vice president of business development, he will take over the new role in December, when Fred Raley steps down. Raley will remain as chairman.

Frederick “Rick” Ferrin, former CEO of the Jacksonville, Fla., port authority, has joined engineering firm TranSystems, Kansas City, as vice president in its Jacksonville, Fla., office, overseeing the Southeast and Gulf Coast regions. Named as the authority’s new CEO is A. Paul Anderson, a former commissioner of the Federal Maritime Commission.

FERRIN

Rebecca Kohlstrand has joined professional services firm Parsons Brinckerhoff, New York City, as vice president of planning and environmental manager for California; she will be based in San Francisco. She was co-founder and principal of EnviroTrans Solutions, a transportation and environmental planning consulting firm. Kohlstrand was chief planner and head of transportation for the San Francisco Planning Dept.

PCL, Denver, has consolidated its transportation operations within a newly created transportation infrastructure group based in Seattle, Raleigh, N.C., and Tampa, Fla. Named as president of PCL Civil Constructors within the group is Bruce Trott. He was previously vice president and general manager. David Morgan was promoted from senior manager of finance administration for PCL Civil Constructors to director of finance administration at PCL Construction Enterprises, another unit. Ed Olsgard remains vice president of strategic initiatives for PCL Construction Enterprises but will relocate to Denver. Roger Martin will remain in Tampa as vice president and general manage of PCL Civil Constructors, overseeing group segments in Raleigh and Tampa. He had been operations manager.

MASTROLIA

Anthony Mastrolia has been named construction risk management leader for Marsh’s U.S. construction practice, based in Morristown, N.J. He was managing director and national booking officer for the construction services group of insurance broker Aon. Additionally, John Ciccarelli has joined the Princeton, N.J., office of Marsh Risk Consulting as vice president and managing consultant for its construction consulting practice. He was a manager with the capital projects consulting division of Deloitte Financial Advisory Services. Mark Bundy has been named senior vice president of HRB/Rutherfoord, a unit of Marsh, following the acquisition of Hampton Roads Bonding by Marsh subsidiary Rutherfoord, Richmond, Va.

Robert L. Wilkinson has joined Nautilus Consulting, Syosset, N.Y., as a managing director. He was director of risk management and deputy director of construction management at engineer Hazen and Sawyer.

SANCHEZ

Shawmut Design and Construction, Boston, has promoted Michael C. Sanchez to vice president of field operations. Most recently the firm’s director of field operations, he is an 18-year company veteran who also now serves as the managing director of its commercial group.

Coastal Construction Group, Miami, has brought on John F. Bennett as vice president of business development. He joins the contractor from his own firm, Color-Rite Building Supply.

Nicholas Carrillo has joined the National Finishing Contractors Association, Bethesda, Md., in the newly created position of vice president of its western region, based in Tempe, Ariz. He joins the organization from Desert Building Materials, where he was a technical sales representative in the architectural products division.

Geosyntec Consultants has appointed Michael Kavanaugh principal in its Oakland, Calif., office. He is a consulting professor at Stanford University’s Civil and Environmental Engineering Dept.

Barbara G. Werther and Stephen D. Palley have joined the construction group of Baltimore-based law firm Ober|Kaler as partners in its Washington, D.C., office. Both had been partners at Howrey LLP, Washington. Werther organized the first annual “Women in Construction” conference in 2006; Palley is lead editor of the forthcoming book “Construction Insurance,” which will be published by the American Bar Association’s Forum on Construction.

Engineer-architect-planner The Louis Berger Group, Morristown, N.J., has named David Daileda as vice president and director of architecture. Based in its Washington, D.C., office, he had been with AECOM Technology Corp. as principal and architecture manager for its Washington-area office. He is a past president of the local chapter of the American Institute of Architects. Ken Kost also joins the firm as vice president and director of federal facilities planning. Previously at Tampa, Fla.-based engineering firm PBS&J, he managed its joint venture with Berger that handled U.S. Navy projects in the national capital region.
