Keith Clarke, CEO of London-based engineering firm Atkins, has been named a Commander of the Order of the British Empire. The honor, bestowed by Queen Elizabeth II, recognizes outstanding achievement and service of individuals in the U.K. Clarke, CEO since 2003, was recognized for his contribution to the engineering and construction sector. Clarke has been named by the U.K. Institution of Civil Engineers to deliver through year’s end the 2011 Brunel international lecture series, which is named for 19th-Century British engineer-innovator Isambard Brunel. Clarke is focusing on how engineers must help build a low-carbon society.

Brendan Horgan has been named CEO of equipment provider Sunbelt Rentals, Fort Mill, S.C. A 15-year firm veteran, he had been chief operating officer and chief sales officer.

Luis Lugo Jr. has joined the project management group of Hill International, Marlton, N.J., as vice president, managing business development in its Northeast region. Based in New York City, he was senior vice president and regional manager at PACO Group. Hill also has promoted two individuals to senior vice president: Walid I. Abdelfateh, who is the regional manager for north Africa based in Cario; and Gino D. Wideen , who manages Las Vegas operations for the firm’s claims group and for its PCI Group unit. Elevated to vice president are Tiffany H. Banks, Edward J. Biebel, Eladio Castrodad, Lance M. Rothstein, Aileen R. Schwartz, Luigi Sebastiani, Raquel S. Shohet, Daniel P. Sokol, Lawrence R. Veit and Marc S. Zaretsky.

Engineering firm The Louis Berger Group Inc., Washington, D.C., has named Ken Kost, vice president ad director of federal facilities planning. He had been vice president and manager of federal planning services for design firm PBS&J, a unit of PBSJ Corp., Tampa., and manager of the two firms� joint venture contract for U.S. Navy projects in the national capital region. Kost had been based in Alexandria, Va. He also served as PBS&J�s program manager on the Fort Belvoir, Va., master plan for the base�s expansion.

Kurt Goddard and Dan Efrony have joined the federal services division of contractor The Conti Group, Edison, NJ. Goddard, formerly vice president of Shaw Environmental and Infrastructure, is now vice president of business development, based in New Orleans. Efrony is vice president, international, based in Tel Aviv, Israel; he was the deputy military advocate general of the Israeli Defense Forces. Additionally, William Picken, previously Conti enterprise division chief operating officer, takes the same role in the federal services division. Luis Seijido, most recently vice president and program manager, is promoted to executive vice president of program management and New England regional manager, based near Boston, says the firm. Doug Henne has been elevated from senior project manager to vice president of project management, and Glenn Stasiak is promoted from general superintendent to vice president of construction, with responsibility for federal projects.
