Joseph D. Ludovici has been elevated to director of the U.S. Defense Dept.’s Joint Guam Program Office (JGPO), which is supervising the estimated $11 billion -$15 billion construction effort to relocate more than 18,000 U.S. Marines, family members and others from the Japanese island of Okinawa to Guam. Formerly deputy director, he succeeds David F. Bice , a retired Marine Corps general who is stepping down as JGPO executive director. Bice, in that role since 2007, is also a former Marine Corps inspector general and base commander in Hawaii and Camp Pendleton, Calif. Ludovici, who has been a JGPO executive since 2006, is a 25-year veteran of the U.S. Navy Civil Engineer Corps and former commander of the Navy’s public works center in Guam.

ARCADIS US, the Denver unit of the global engineering services firm based in The Netherlands, has named Robert B. Flowers senior vice president and federal program director. A retired U.S. Army lieutenant general, he was, most recently, CEO of HNTB Federal Services Corp. Flowers is also the Army’s former chief of engineers and former commander of the U.S. Army Corps of Engineers. He is based in the firm’s Washington, D.C., office.

Eva Z. Bauer has been promoted to district engineer of the Golden Gate Bridge, Highway and Transportation District in San Francisco. Formerly in the deputy role, she replaces Denis Mulligan, who was named district general manager in September. A 16-year district veteran, Bauer is also the first woman to hold the district’s top engineering position, The district manages operations of the Golden Gate Bridge, Golden Gate Ferry and Golden Gate Transit.

Parsons Brinckerhoff, the New York City-based consultant and and program manager, has named Stephen “Steve” Reffitt UK operations director. He joins the firm in London from a previous role as UK business growth and marketing director at WSP Group plc, the London-based consulting firm. Reffitt also developed that firm’s outsourcing center in Delhi, India. PB also named Thomas Anella project operations manager for its eastern U.S. region, based in Princeton, N.J. A PB vice president, he was most recently area manager.

DLR Group, Overland Park, Kan., has promoted David Boehm to senior principal. Formerly principal, he is the Phoenix-based national leader of the firm’s justice and civic practice, and a leading practitioner in correctional facility design.

Michael P. Kesler has been promoted to chief operating officer of Kleinfelder Inc., the San Diego engineer. He was senior vice president and energy division manager. Kesler, a 14-year firm veteran, also is associate member chairman in southern California of the Western States Petroleum Association. He had been operations manager at W.W. Irwin Inc., a petroleum industry engineer.

The Port Authority of New York and New Jersey, the New York City-based regional transportation and infrastructure agency, has elevated Peter Zipf to chief engineer. He succeeds Francis J. “ Frank ” Lombardi , who has retired from the agency after 39 years, 15 in his most recent position. Zipf was deputy chief engineer and director of engineering at the authority. Named to succeed him in that role is James Starace , who is formerly deputy director of construction at the agency, responsible for its transit, aviation and bridge-and-tunnel construction projects.

Parsons Corp., Pasadena, Calif., has named three new vice presidents. Lee Parrish joins the firm as chief information security officer, responsible for its strategy in that sector. He was director of information assurance at Northrop Grumman. Leonard D. "Len" Dorr now is sector manager for power delivery and renewables in the commercial technology group. He previously served as business development director at First Solar and as manager of planning, engineering and technical services for transmission and distribution at Southern California Edison. James D. "Jim" O' Reilly becomes west region manager of the commercial technology group�s buildings division. He was vice president and division manager at Swinerton Management and Consulting.

UniversalPegasus International Inc., the Houston-based energy sector engineer and construction manager, has named John Harrower chief operating officer of its offshore division. He is formerly senior vice president of operations for the Americas oil and gas unit of AMEC Natural Resources, also based there. UniversalPegasus ranks 38th on ENR’s list of the Top 500 Design Firms, with $352.6 million in 2009 revenue.

Peter Moriarty has been named vice president of engineering firm Stantec LLC, Edmonton, Alberta, Canada, following its completed acquisition of Burt Hill, the Butler, Pa.-based architect-engineer of which he was president and CEO. Moriarty will now lead Stantec building design operations in India and the United Arab Emirates. He had been based in Burt Hill’s Washington, D.C., office and will remain there in his new Stantec role. Burt Hill ranks 85th on ENR’s list of the Top 500 Design Firms. Stantec ranks 24th.

Jerrold “Jerry” Samford , environmental compliance specialist with Troutman Sanders LLP, a New York City law firm, has been elected chair of the Council of Fellows of ASFE/The Geoprofessional Business Association. He was vice president of geo-environmental services for Virginia Geotechnical Services P.C.

Dawson & Associates, a Washington, D.C., water resource and environmental restoration consultant, has named Don T. Riley senior vice president and director of business development. He is a retired U.S. Army major general who served, most recently, as the senior U.S. engineer in Afghanistan. Riley also is former deputy commander of the U.S. Army Corps of Engineers and director of civil works. He also previously commanded its Mississippi Valley division in Vicksburg, Miss. and was president of the Mississippi River Commission.
