PAVLIDES
Mike Pavlides has joined engineer Brown and Caldwell, Walnut Creek, Calif., as vice president of federal services and managing. He was formerly vice president of corporate marketing and director of government relations for engineering firm PBS&J. Pavlides is based in Beltsville, Md. Jeff Berk also has joined the company as chief sales officer; he had been senior vice president at HDR.
Per Harald Kongelf has transitioned from executive vice president of products and technologies at engineer-contractor Aker Solutions, Lysaker, Norway, to executive vice president of energy development and services. In his new role, he replaces Jarle Tautra, who remains with the firm as a special adviser to the CEO.
Scott Turner has joined Nitsch Engineering, Boston, as director of planning. He was previously director of operations for the engineering and planning firm BSC Group.
LITTLE
Cohen Seglias Pallas Greenhall & Furman, a Phiadelphia-based construction law firm, has named Robert E. Little Jr. as a partner in its federal contracting group. He previously served as senior associate counsel for the U.S. Navy’s Naval Facilities Engineering Command, where he was legal adviser to the Joint Guam Program Office, among other roles.
Grontmij, a global engineering firm based in De Bilt, the Nertherlands, has named Willem van den Broek as group treasurer, part of the senior finance team. Van den Broek, who will begin his new position in December, was formerly corporate treasurer for public transportation provider Connexxion Holding in Hilversum, the Netherlands.
Brian Chase has joined investment advisory firm Campbell Lutyens, London, U.K., as a senior vice president in its New York City office; he will focus on infrastructure finance. Most recently, he was an independent consultant on infrastructure investment. Chase also served as a vice president at the Carlyle Group, developing investment strategies for its infrastructure.
GRIFFIN
Sheri Blauwiekel has been promoted to executive vice president and director of project support within the global energy unit of Black & Veatch, Overland Park, Kan. She now leads the engineer-contractor’s group of chief engineers and supervises its energy projects. Blauwiekel was vice president and project director for the firm’s large-scale engineering and construction projects.
Gordon Griffin has joined Paulus, Sokolowski & Sartor (PS&S), an architect-engineer based in Warren, N.J., as director of architecture. He had been managing principal at Hillier Architecture/RMJM, where he oversaw the commercial/corporate studio.
Olsson Associates, a Lincoln, Neb., engineering and design firm, has hired Greg Dye as practice group leader of its water-wastewater engineering practice. He joins the firm from MWH, where he was a project manager.
YOUSTER
RLWest Properties, a Toledo, Ohio, developer and property management company, has created a new subsidiary, RLW Appraisal and Consulting and named Joy Youster as managing director. She was previously a commercial real estate appraiser for the valuation firm William Fall Group, also based there. Additionally, the firm has promoted senior vice president Timothy Grohnke to chief operating officer and Barry Rigby from senior vice president of retail development to executive vice president. RLWest was formed in April 2009 through the merger of Rudolph/Libbe Properties and Park West Development.
