Kathy J. Caldwell, president of Caldwell Cook & Associates, a Gainesville, Fla., design firm, will become president of The American Society of Civil Engineers, Reston, Va., on Oct. 22. She is an adjunct engineering professor at the University of Florida, Gainesville. Caldwell was president of JEA Construction Engineering Services Inc. and vice president of its parent, Jones Edmunds & Associates Inc. She is only the second woman to lead the 144,000-person civil engineers group, founded in 1852.

The Shaw Group, Baton Rouge, La., has promoted Jeff Jenkins to chief operating officer of its environmental and infrastructure group, one of its largest units. Formerly president of the group’s commercial state and local division, he joined Shaw in 2003. Jenkins is replaced by Vahid Ownjazayeri, who is elevated from senior vice president of the division’s northeast-central region and national director of transportation. He had been national market-segment executive for transportation at AECOM.

Daniel M. Carson has joined Urban Engineers Inc., Philadelphia, as its cost-estimating practice leader. He previously ran his own engineering consulting firms in Framingham, Mass. Carson also is a past president of the New England chapter of the American Council of Engineering Companies.

MWH, Broomfield, Colo., has named Jack Shandley as its chief human resources officer. He was senior vice president of human resources and administration at Brazil-based beef producer JBS SA and director of human resources and labor relations for Nestle USA.

Michele Snow has joined contractor SIKON Construction, Deerfield Beach, Fla., as its chief financial officer. She was CFO at Moss & Associates, a Fort Lauderdale contractor. SIKON is Florida’s 24th-largest general contractor, according to Southeast Construc-tion. Like ENR, it is published by the McGraw-Hill Cos.

Christopher Genik has been selected as dean of the New School of Architecture and Design in San Diego, effective on Oct. 4. He had been a professor and director of the undergraduate architecture program at the Southern California Institute of Architecture in Los Angeles. Genik also is a partner and co-founder of Daly Genik Architects, Santa Monica, Calif.

Gannett Fleming, Harrisburg, Pa., has named Abdulilah Z. Zineddin as general manager of its new Abu Dhabi branch. He was senior traffic safety specialist with the Public Works Authority of Qatar and is a former highway safety specialist with the Abu Dhabi Dept. of Transport.
