Joseph Shea has been named senior vice president of Woodard & Curran, a Dedham, Mass., engineering firm. A 16-year company veteran, he leads its sanitary wastewater service line. The firm also promoted the following to vice president: project managers Kelley Begin and Rebecca Corbin; Shannon Daigle, technical leader in its Providence, R.I., office; and Tedd Gifford, service line manager for electrical instrumentation and controls.

Neil Lucey has joined Parsons Brinckerhoff, New York City, as a senior vice president and area manager in New York. He was a senior vice president for HDR, overseeing its northeast transportation practice, and is incoming chairman of the state chapter of the American Council of Engineering Companies.

The Weitz Co., a Des Moines-based general contractor and design-build firm, has elevated Leonard W. Martling to president and CEO. A 29-year veteran of the firm, he had been chief operating officer since 2004.

Lisa Fay Mathiessen has joined U.K-based engineering firm Buro Happold, as a partner, based in Los Angeles. A former associate principal of consulting firm Davis Langdon, she directed its sustainable design department. She is also vice chairwoman of the U.S. Green Building Council LEED Market Advisory Committee.

Parsons Corp., Padadena, Calif., has named Brent F. Harvey as executive vice president and global business development manager of its commercial technology-group business unit. He was the unit’s vice president and sector manager for homeland security and defense.
