Oates Associates, an engineer-architect in Collinsville, Ill., has named new officers. Joe Hagerty, formerly vice president, is now CEO. Bruce Schopp, previously chief structural engineer, has been promoted to president and chief operating officer. Founder David Oates was appointed chairman.

Doosan Infracore Construction Equipment, a global alliance of the construction equipment businesses of Doosan Infracore Co. Ltd. and its affiliates, has appointed Anthony C. Helsham as CEO. Helsham joins the Seoul-based manufacturer after 30 years with the Volvo Group, where he was CEO of its construction equipment unit from 2000 to 2008 and head of its Korean operations from 1998 to 2000. Helsham’s final position there was as senior vice president, responsible for coordinating Volvo Group’s aftermarket business in Torslanda, Sweden.

David C. Curtis has joined water-resource engineer WEST Consultants, Salem, Ore., as vice president in its new Sacramento office. Curtis, formerly a hydrologist for the National Weather Service, was most recently vice president of business development for Carlton Engineering, Shingle Springs, Calif.

Ric Mangum is the new regional managing principal for the northern California offices of HMC Architects, Ontario, Calif. Based in Sacramento, Mangum also will oversee the company’s San Jose and Fresno offices. Mangum is formerly president and chief operating officer of tBP Architecture.

Ansaldo STS USA, the Pittsburgh-based unit of rail-systems-control manufacturer Ansaldo STS, Genoa, Italy, has appointed Susan L. Keaney as vice president of program management. The firm also appointed Melinda Rombold as vice president of human resources. Keaney had been manager of AP1000 engineering product delivery for Westinghouse Electric Co, while Rombold was previously vice president of human resources for Redzone Robotics.

Brian J. DuChene has been named vice president of MACTEC, an Alpharetta, Ga., design and construction management firm. A 22-year firm veteran, he was the Orlando office manager.

U.S. Navy Capt. David M. Boone, commander of the Naval Facilities Engineering Command in Norfolk, Va., has been nominated for appointment to the rank of rear admiral (lower half). The Navy did not specify when his promotion takes effect.

Fay, Spofford & Thorndike, a Burlington, Mass., engineering firm, has promoted Peter J. Howe to executive vice president from senior vice president for transportation. With the engineering firm since 1992, he specializes in major highway and airport projects.

Ken Williams has joined engineer-contractor Black & Veatch, Overland Park, Kan., as treasurer and senior vice president. He will lead the company’s global treasury operations and manage its relations with financial partners. Williams was most recently chief financial officer of World Vision International, a non-profit group, and served as group chief financial officer for Fluor Corp. The company has also named Global Water Business Executive Vice President Ralph Eberts to lead its expanded presence in the San Francisco Bay area. He had been based in Singapore, where he oversaw large-scale infrastructure projects in the Asia-Pacific region.

Frank Puskar has been named a managing director of Houston-based engineer-contractors KBR, following its acquisition of Energo Engineering, of which he had been president. The firm, which provides integrity management and advanced structural engineering services to the offshore oil and gas industry, is based there. The new unit will be integrated into KBR’s Granherne unit, but the Energo brand will be maintained, says a spokeswoman for the parent firm.

Steve Miller has joined Vanasse Hangen Brustlin Inc., a Watertown, Mass.-based design firm, as principal, following its acquisition of engineer MSCW, Orlando, of which he had been founder and president. The firm will now do business in Florida as VHB MillerSellen.

Kirk Pickerel, president and CEO since 2000 of the Associated Builders and Contractors, the Washington, D.C., advocacy group for non-union construction contractors, will retire as of March 31, 2011, the association announced. No successor has yet been named, and a national executive search will soon be under way. Pickerel is a 27-year member of the Associated Builders and Contractors, which has 25,000 members.
