Architect-engineer Harley Ellis Devereaux, Southfield, Mich., has promoted Gary L. Skog from chief marketing officer to CEO. In that role, he replaces Dennis M. King, who remains chairman. King also becomes interim managing principal of the Detroit office, replacing James W. Page, who retired. Enrique Suarez has been named managing principal in Chicago. Formerly corporate and commercial studio leader, he replaces John H. Nelson, who is retiring.

Lawrence H. “Larry” Roth, executive vice president and deputy executive director of the American Society of Civil Engineers, Reston, Va., will join ARCADIS U.S. Inc., the Highlands Ranch, Colo., engineering and services firm on April 26 as senior vice president. He will be based in an as yet undetermined northern California location. Roth also is a former senior vice president at CH2M Hill Cos. ARCADIS has also hired Dallas Richards as its Washington, D.C.-based national rail principal in its infrastructure division. He was railroad business class leader for design firm HDR. Joining the firm as rail construction principal is Frederick J. Schneader, who was vice president of construction for HNTB Corp. He is based in Jacksonville, Fla. ARCADIS N.V., the firm’s Dutch-based parent, also nominated Reinier Vree to be corporate chief financial officer, replacing Ben van der Klift, who is leaving the firm. Formerly a financial executive at Royal Phillips Electronics N.V., Vree will join ARCADIS following a May 12 board vote on his nomination.

Hill & Wilkinson has named Greg Wilkinson and Frtiz McKinstry co-chairmen of the Plano, Texas-based contractor. Wilkinson, formerly CEO, will be succeeded in that position by Paul Driscoll, who has been promoted from executive vice president. McKinstry had been chief operating officer. Doug Talley has been promoted from executive vice president to president.

Steve Pressler has joined engineer-architect STV, New York City, as the executive vice president of the construction management division. He will oversee the firm’s work on several area projects, including the new Barclay’s Center in Brooklyn, N.Y. Pressler had been executive vice president for Skanska USA Building Inc.

Ronald M. Jezerinac Jr. has joined engineer-architect Thornton Tomasetti, New York City, as vice president and manager of its Fort Lauderdale, Fla., office, supervising projects and clients in the Southeast, the Caribbean and Latin America. He had been president of structural engineer Bliss & Nyitray Inc.

TRC Cos. Inc., Lowell, Mass., has hired John DeVillars as a senior vice president, responsible for developing projects in the renewable-energy market. DeVillars is a former regional administrator of the U.S. Environmental Protection Agency in Boston and secretary of environmental affairs for the state of Massachusetts. Most recently, he was founder and partner of the energy and environmental consulting firm BlueWave Strategies, also based in Boston.

Richard D. Stehly, principal of St. Paul geotechnical engineer American Engineering Testing, is the new president of the American Concrete Institute, an international organization serving the concrete industry, headquartered in Farmington Hills, Mich.

John Boldt has been promoted to president of Clark Dietz Inc., a Champaign, Ill., engineering firm. A 16-year company veteran, he was most recently director of operations and a board member since 1994. Boldt is also a fellow of the American Council of Engineering Companies.

Barton Plunkett has joined Manhattan Construction Co., part of Tulsa, Okla., contractor Manhattan Construction Group, as executive vice president of its Atlanta-based division. Prior to joining Manhattan, he was operations manager with Turner Construction.

Cupertino Electric Inc., a San Jose, Calif., electrical contractor, has elevated Paul Aggarwal , vice president of estimating, to the newly created position of vice president of pre-construction services.

Several former executives and managers of CMX Engineering, a Manalapan, N.J., firm that shut down operations last month, have taken new management roles elsewhere. One former principal, Ralph J. Orlando, has been named executive vice president of land development at Birdsall Services Group, a Sea Girt, N.J., engineer-consultant. He now is based in the firm’s Lakewood, N.J., office. Principal David Fleming also joins Birdsall as senior vice president of land development, based in Voorhees, N.J. Joining Birdsall as vice presidents of land development are former CMX principals Anthony DiLodovico, Kevin Webb and Robert J. Curley. DiLodovico and Webb are based in Lakewood, Curley in Voorhees. T&M Associates, a Middletown, N.J.-based engineering firm, also has hired several former CMX managers. Three former vice presidents, James M. Oris, Glenn Gerken and Raymond W. Savacool are named public-works division manager, unit supervisor and supervising engineer, respectively. Joanne Bergin, former CMX director of New Jersey grants procurement, becomes grants program manager at T&M, while James C. Sullivan, formerly senior project manager, is now a unit supervisor, and Joseph G. Jones, former project manager, is now a principal engineer. CMX, formerly known as Schoor DePalma Inc., had employed about 500 people at offices in New Jersey, New York, Pennsylvania, Maryland and Florida.

Turner Construction Vice President Kavinder Singh has been appointed general manager of the contractor’s San Francisco and Oakland, Calif., operations. A 15-year firm veteran, he had been operations manager in San Jose, Calif.

Keith Ferguson, formerly vice president and principal of San Diego-based engineering firm Kleinfelder, has joined engineer-architect HDR, Omaha, as vice president and national practice leader for dams, levees and hydraulic structures in Golden, Colo. He is also on the board of the U.S. Society on Dams.
