Dewberry, an engineer-architect based in Fairfax, Va., has named Donald E. Stone Jr. as its new CEO. He had been chief operating officer and infrastructure engineering services practice-area leader. Additionally, Dan M. Pleasant, president of Dewberry’s Southeast division, has been promoted to replace him.

Environmental engineer Tetra Tech, Pasadena, Calif., has appointed Daniel L. Johnson as vice president, based in its Golden, Colo., office. He is previously vice president and principal with GEI Consultants.

David LaFrance has been named executive director of the Denver-based American Water Works Association, effective on May 3. He had been the finance director for utility Denver Water and also served as AWWA’s audit committee chairman from 2002 to 2008. LaFrance succeeds Gary Zimmerman, who resigned in March 2009, says AWWA, an international group of water-sector professionals.

Greg Henderson has joined Trow Global, a Brampton, Ontario-based design firm, as chief financial officer. He had been senior vice president and chief financial officer for AGF Management Ltd., Toronto.

Jeffrey S. Willis has been promoted to senior vice president of engineer-architect PageSoutherlandPage, Washington, D.C., and will continue to work out of the Houston office. He had been the company’s director of science and technology. Willis also is president of the south central chapter of the International Society of Pharmaceutical Engineers.

Engineer-architect T.Y. Lin International, San Francisco, has acquired engineer and surveyor Medina Consultants, Hackettstown, N.J. As a result, Medina founder and President Robert Medina, becomes senior vice president and east district director of T.Y Lin. James F. Steere III, Chandu J. Bhoraniya, Wassim Y. Nader and Joseph Messina join the company as vice presidents. Medina now conducts business as T.Y. Lin International/Medina, says the parent firm.

Randell Iwasaki has resigned as executive director of the Sacramento-based California Dept. of Transportation to take a position with the same title at the Contra Costa Transportation Authority in Pleasant Hill, Calif., effective next month. A 26-year Caltrans employee, he was executive director for nine months.

Parsons Corp., Pasadena, Calif., has named Ed Andrechak as vice president of its environmental division. He had been vice president and regional manager at design firm AECOM. Jeffrey F. Squires has been promoted to president of Parsons’ Middle East and North Africa unit. He had been the firm’s vice president of transportation program development.

W.S. Atkins, the Epsom, a U.K.-based engineer, announces several executive changes. Tim Askew , former managing director of Middle East operations based in Dubai, has been named managing director for the firm’s water and environment sectors. Now based in Epsom, he replaces Graham Roberts, who the firm says is retiring. Replacing Askew is Richard Barrett, who had been managing director of continental European operations. Chris Birdsong will step into Barrett’s role while retaining his current position as managing director of the group’s management consulting unit.

Allan Yeh has been named senior consultant of engineer and design-build firm Weston Solutions, West Chester, Pa., following its acquisition of China Environmental Consultants (CECL) Ltd., a Taiwan-based firm of which he was founder and president. CECL has been renamed Weston Solutions Taiwan Ltd.

Nicholas D’Alessandro has joined Donnelly Sustainable Energy Services (SES), a division of New York City-based HVAC contractor Donnelly Mechanical, as vice president for tax-efficient energy strategies. D’Alessandro had been a manager in the construction tax planning practice at financial services consultant KPMG, New York.

Kansas City-based Pullman Power LLC, a leading designer of industrial silos, steel stacks and hyperbolic cooling towers, has promoted Bob Duncan and Jim Naylor to be co-presidents of the firm, a division of specialty contractor Structural Group, Hanover, Md. Duncan had been vice president of construction, and Naylor had been vice president of business development.

Hari Nair has rejoined structural engineer Leslie E. Robertson Associates (LERA), New York City, as senior associate and manager in its new Mumbai office. He had been structural design manager at R.J. Crocker & Partners, Dubai, and, before that, a senior structural engineer at LERA.

Suffolk Construction Co. Inc., Boston, has named Andy Kirby as vice president of operations for its West Coast government unit, based in San Diego. Most recently, Kirby was director of federal construction for Ledcor Construction, also based there, as well as resident officer in charge of construction for the U.S. Navy at Naval Base Point Loma, San Diego.

VJS Construction Services, Pewaukee, Wis., a contractor and construction management firm, has named Chad Bathke as COO. A company partner and 15-year veteran, he formerly served as its vice president of operations.

Ansaldo STS USA, the Pittsburgh-based unit of rail systems-control manufacturer Ansaldo STS, Genoa, Italy, has named Karen L. Tichenor as vice president of quality, business performance and health, safety and environment. She was responsible for those areas as a director for Bombardier Transportation; she had been director of engineering at E.A. Fischione Instruments Inc. Tichenor now directs firmwide quality assurance, including a plant in Batesburg, S.C.
