Lloyd G. Ware has joined design firm The Switzer Group, New York City, as president of its newly formed health-care division. He had been senior architect in the worldwide engineering and real estate group of pharmaceuticals manufacturer Johnson & Johnson and was also the first African-American partner at architect Pei Cobb Freed & Partners.

Foster Wheeler AG, Zug, Switzerland, has named Robert C. Flexon president and CEO of Foster Wheeler USA Corp., its engineering and construction group unit in Houston. He succeeds W. Troy Roder, who becomes chairman and CEO of Foster Wheeler Energy Ltd., Reading, England. Flexon, an FW board member since 2006, was executive vice president and chief financial officer of NRG Energy Inc., Princeton, N.J.

Fluor Corp., Irving, Texas, has elevated David T. Seaton to the newly created position of chief operating officer. He most recently served as senior group president for the global contractor’s energy and chemicals, power and government groups as well as its work in China and the Middle East.

Electrical specialty contractor Rosendin Electric Inc., San Jose, Calif., has named Sam Lamonica chief information officer. He had been in that same role for contractor Rudolph and Sletten, Redwood City, Calif.

Tom Crane has been promoted to the new integrated role of chief human resources and communications officer for Swedish contractor Skanska AB Global’s two U.S. units. He will manage HR and communications for Skanska USA Building Inc., Parsippany, N.J., and Skanska USA Civil Inc., New York City. Nicole Didda is named to the new position of vice president of communications for the two units. She was a partner at management consultant Oliver Wyman Delta, New York City. Skanska AB has also promoted three managers to be business- unit presidents in Europe: Petter Eiken in Norway, Krzysztof Andrulewicz in Poland and Mike Putnam in the U.K.

Halcrow Inc., a New York City-based unit of Halcrow Group, has named two new vice presidents. Stephen Lee, who will lead its transportation business group, was vice president at both URS Corp. and Gannett Fleming. Wade Battles, who will head Halcrow’s Houston-based region, is formerly managing director of the Port of Houston Authority.

Cosema E. “Connie” Crawford has joined The Louis Berger Group, Morristown, N.J., as senior vice president of engineering for U.S. operations. Most recently she was senior vice president and chief engineer in the capital program management department for MTA/New York City Transit. Crawford also served as chief engineer for New York City’s transportation department and as a senior manager at Parsons Transportation Group.

The U.S. Dept. of Energy has named John R. Eschenberg assistant manager for environmental management at its Oak Ridge, Tenn.-based former nuclear weapons complex. He had been assistant manager for the waste-treatment and immobilization-plant construction project at DOE’s Hanford site in Washington state.

Truland Systems Corp., a Reston, Va.-based electrical contractor and design-build firm, has appointed Steven Wencis as chief engineer. Prior to joining the firm, he was managing principal for HP Critical Facilities Services, a unit of Hewlett Packard, and director of professional services in North America for American Power Conversion Corp.

Stephen L. Pattison has joined Greenhorne & O’Mara, Laurel, Md., as vice president of water and environment. He was assistant secretary of the Maryland Dept. of the Environment.

Odell Associates has appointed Roger M. Soto president and director of design. He joins the Charlotte, N.C., architect-planner from the Houston office of HOK where he was design director and principal.

Judy Alexander-Weber has joined contractor Clayco Inc., St. Louis, as chief financial officer. She was president and CEO of Emmaus Homes Inc., a not-for-profit organization, and also served as CFO and chief operating officer for the Central Institute for the Deaf, at which she oversaw construction of the organization’s $25-million new facility.

KBR Inc., Houston, has named Colin Elliott president of its newly created infrastructure and minerals business unit and William C. Bodie president of its North American and defense business unit. Elliott was a vice president in KBR’s government and infrastructure division. Bodie was the division’s senior vice president for customer relations. Susan Carter has joined the contractor as senior vice president and chief financial officer, replacing Kevin DeNicola. who has retired. She was executive vice president and CFO at Lennox International Inc.

OLIVER
OLIVER

Cooper Zietz Engineers, a Native American-owned engineer and environmental consultant based in Portland, Ore., has promoted business manager Timothy J. Oliver to vice president. He joined the firm in 2002.

The Design-Build Institute of America has elected John Young, president of American Water Services and American Water Works Service Co., Voorhees, N.J., chairman for 2010.

William L. Smith has been named president and CEO of Waterous Co., a Saint Paul, Minn.-based unit of American Cast Iron Pipe Co., a water-pipe and valve manufacturer. He succeeds Donald J. Haugen, who will retire. Smith had been the firm’s vice president of manufacturing.
