Foster Wheeler AG, Zug, Switzerland, has elevated W. Troy Roder to be chairman and CEO of Foster Wheeler Energy Ltd., based in Reading, England, and the largest subsidiary in the corporation’s global engineering and construction group. Currently president and CEO of another corporate unit, Houston-based Foster Wheeler USA Corp., he will replace Michael Beaumont, who is set to retire. Roder, who joined Foster Wheeler in 1989, has been in his current role since 2004. Beaumont has been with the company since 1973.

GALIOTO

Carl Galioto, formerly partner-in-charge of the technical group at New York City-based architecture firm Skidmore Owings & Merrill, has joined architect-engineer HOK, Saint Louis, as a senior principal. He will manage the firm’s New York City office and chair its company wide project-delivery board. Galioto currently serves as co-chair of the New York Building Congress Architect’s Leadership Council and is a member of a managing committee advising New York City Mayor Michael Bloomberg and city officials on creation of a new city building code. He is a member of a special National Institute of Building Sciences task force to draft recommendations for future high-rise building codes nationally.

BASILICA

Major Gen. John Basilica Jr. has joined HNTB Corp., the Kansas City-based engineer, as vice president and program director. He is now based in Baton Rouge. Basilica most recently was chief of staff and undersecretary of the Louisiana Dept. of Transportation and Development. A 31-year U.S. Army veteran, he is currently commander of the Army National Guard command post at Fort Sam Houston in Texas. Basilica previously commanded Louisiana’s Brigade Combat Team in Baghdad in 2004 and 2005 and the state National Guard’s Joint Task Force Pelican response and recovery effort following Hurricanes Katrina and Rita in 2005.

Mark Briggs has joined Parsons Brinckerhoff, New York City, as vice president for public finance and investment director, based in its Orange, Calif., office. He most recently was vice president of public finance for private equity fund Cherokee Investment Services and had served as assistant director of special investigations with the U.S. Army’s 116th Military Intelligence Group.

Mustang, a Houston-based provider of engineering and construction services, has hired Gary Baughman as executive vice president within its process and industrial business unit. Now based in Greenville, S.C., he had been president of the industrial process business unit at contractor Washington Group International, now a unit of URS Corp. Scott Baker is named Mustang’s vice president for new ventures in its Houston office. Formerly a consultant, he also served as senior vice president of engineering for engineer-contractor CB&I. Ulteig, a Fargo, N.D., energy and water engineering firm, announces several key executive changes. Eric Michel, currently chief operating officer, will take over as president and CEO on Jan. 15, 2010. A 20-year company veteran, he will replace Gerry Floden, who is retiring. Brad Swenson is elevated to chief operating officer from executive vice president. Formerly chief administrative officer, he was instrumental in creating Ulteig’s Employee Stock Ownership Program and is a board member of the National Center for Employee Ownership. Brian Long is promoted to chief development officer from executive vice president. He has served as the company’s board chairman since 2004.

Steve Mathies has joined the Louisiana Governor’s Office of Coastal Protection and Restoration as executive director. He had been vice president and Louisiana area manager for engineer-contractor CH2M Hill Cos., Denver.

Hunt Construction Group, Indianapolis, has named Douglas Morris vice president of health care. He had been vice president of health facilities for Clarian Health and currently serves as chairman of the Metro Indianapolis Coalition for Construction Safety.

Russell C. Ruffing has joined Johnson, Mirmiran & Thompson, a Sparks, Md., engineering firm, as vice president of its environment and natural resources section. He was director of environmental assessments, permitting and planning at Straughan Environmental Services.

Jim Vockley has joined Adams Consulting Group, an Asheville, N.C., construction industry executive search and placement firm, as president. He had been executive vice president with Kimmel and Associates, a search firm also based there.
