Larry Hurley has joined The Webber Group, a Houston-based construction and materials company, as president. He previously served as a senior vice president at CH2M Hill Constructors, a unit of CH2M Hill Cos. Ltd., He also had been director of design-build for the civil group of Zachary Construction Corp. Hurley replaces Charles Burnett, who has been president since 1979 and is retiring. Webber has been a unit of Madrid-based Grupo Ferrovial SA since 2005. Contractor W.W. Webber Inc. is part of The Webber Group.

Sevenson Environmental Services Inc., a Niagara Falls, N.Y., environmental remediation contractor, has named P. Thomas Gard vice president for federal programs. Formerly based in Shanghai, he had been head of project managers for Bayer Technology and Engineering Co. Ltd., a design and project management firm in the petrochemical and pharmaceutical sector. Gard also was a 22-year veteran of the U.S. Army Corps of Engineers, retiring as a lieutenant colonel and military commander of the Humphreys Engineer Center in Alexandria, Va. He now is based in Chadds Ford, Pa.

Neil Reynolds has joined CH2M Hill Cos., Denver, as international operations director for its water business group, based in London. He previously served as managing director for the Europe business group of Biwater, a U.K.-based global water-systems contractor and operator. He also had been a regional director for global contractor Skanska AB.

Brian Mulligan has joined Evergreen Construction, Atlanta, as director of business development. He had been in that same role at Sharpe Construction, Buford, Ga., and previously served as director of research operations at Reed Construction Data, a unit of Reed Elsevier.

Albuquerque, N.M.-based Bradbury Stamm Construction has hired Michael E. Keller as vice president of business development, strategy and planning. He had been senior development manager-West Region for Hammes Co., a leading U.S. health-care real-estate developer. Keller previously had worked for Bradbury before becoming a vice president for design and construction at DASCO Cos., West Palm Beach Gardens, Fla.

Sarah P. Keating has been named CEO of Keating Environmental Management Inc., an Exton, Pa., environmental consulting firm, replacing her husband, Dan Keating . She previously served as senior regional criminal-enforcement counsel for the U.S. Environmental Protection Agency’s Philadelphia-based region.

Dan Flannery has joined Bond Brothers, an Everett, Mass.-based civil and building construction firm, as chief financial officer. He previously served as CFO at Tocci Building Corp.
