RTKL Associates Inc., the Baltimore-based architect-engineer, has named Lance K. Josal president and CEO. Formerly director of the firm’s commercial practice group, he will succeed as of Sept. 1 the retiring David C. Hudson. Josal has been with RTKL since 1979. The firm is a unit of ARCADIS n.v., an engineering firm based in The Netherlands.

Patrick L. Phillips has been named CEO of the Urban Land Institute, a Washington, D.C., research group that focuses on responsible land use. In September, he will replace Richard M. Rosan, who becomes president of the ULI Foundation, a philanthropic arm. Phillips joins ULI from a previous role as CEO of Economics Research Associates, a firm acquired by AECOM Technology Corp. in 2007. He previously worked for ULI in the 1980s, performing policy research.

John Smith has been named principal of Howard R. Green Co., a Cedar Rapids, Iowa, engineering firm, following its acquisition of SEC Group Inc., a McHenry, Ill., engineer and water resources firm, of which he was founder and CEO. Smith, who founded SEC in 1981, will also become a board member of Green Cos. Inc., Green’s parent firm. SEC now has 120 employees.

CDM, Cambridge, Mass., has elevated Timothy B. Wall to president of its federal services group. An 18-year veteran of the firm, he had been the group’s sector manager for homeland security and transportation.

Ken Swartz, general manager of the Detroit-based business unit of Rudolph/Libbe Cos. , has been named to an additional role as vice president and general manager of Winter RLG Industrial Construction, an industrial construction and maintenance company formed by a partnership between Walbridge, Ohio-based Rudolph/Libbe and Winter Construction, Atlanta.

John A. Harrison has rejoined Parsons Brinckerhoff, New York City, as vice president and principal project manager. Now based in Sacramento, he becomes deputy program director for the California High-Speed Rail project. PB leads a team overseeing this high-speed rail line to connect San Diego, Los Angeles, Sacramento and San Francisco. Harrison most recently was deputy executive director and a project director of the Central Puget Sound Regional Transit Authority (Sound Transit), Seattle. Before that, he was a senior rail-systems professional and project manager on urban and intercity rail projects for PB. Harrison is a founding member of the High Speed Ground Transportation Association.

Tyrone Gan was named senior vice president of HDR, Omaha, following its July 27 acquisition of iTRANS Consulting Inc., a 120-person Toronto transportation firm, of which he was president.

David A. Johnston has been appointed executive director of the EIFS Industry Members Association, a national nonprofit group based in Falls Church, Va., that serves exterior insulation and finish systems (EIFS) companies. He had been director of codes and standards for the Building Owners and Managers Association and previously served as director of government and public affairs for the Design-Build Institute of America and as a staff member for the Associated General Contractors.

Engineer-contractor Cutler Associates, Worcester, Mass, has elevated Ernest “Ed” O’Brien to president. Formerly executive vice president of operations, he succeeds Frederic Mulligan, who becomes chairman. O’Brien is a board member of the Massachusetts Port Authority (Massport) and director of the Massachusetts Alliance for Economic Development.

Howlie R. Davis has been named to a new position as senior vice president and director of U.S. government affairs for CH2M Hill Ltd., Denver. He is based in Washington, D.C. Davis now leads the firm’s U.S. government affairs operations and directs its federal, state and local government affairs teams. An 11-year company veteran, he formerly served as director of national government affairs. Davis is a member of the Congressional Black Caucus Foundation corporate advisory board.

John Rose has been named to the new position of group president for hydrocarbons at KBR Corp., Houston. A 35-year veteran of the contractor, he was most recently president of its upstream business unit. Rose now oversees KBR’s hydrocarbon business units, which comprise downstream, gas monetization, oil-and-gas and technology sectors

Georgeann B. Burns has become president of Health Facilities Planning Partners, a Chicago consultant she founded. Burns had been a principal in the Chicago office of design firm RTKL.
