Roger M. Soto has joined Odell Associates, a Charlotte, N.C., architecture firm, as president and director of design, leading its U.S. and overseas practices. Based in Richmond, Va., he was design director and principal of architect HOK, Houston, since 1990.

Stone Hill Contracting, Doylestown, Pa., has named James J. Lipo vice president of construction management. Most recently, he was southeast manager of construction operations for a unit of Jacobs Engineering Group Inc. He also had managed water and wastewater construction operations for CDM Constructors Inc. in Phoenix.

Clifford Eby, former acting administrator of the U.S. Federal Railroad Administration, has been named a senior vice president at engineer-contractor Parsons Brinckerhoff, New York City. Based in Washington, D.C., he is responsible for strategic efforts in the rail and infrastructure markets, particularly high-speed rail. Eby also served as the agency’s deputy administrator from 2005 to 2008 and was a group president at Parsons Corp., Pasadena, Calif.

Michele Snow has joined Hunter Construction, Deerfield Beach, Fla., as chief financial officer. She previously was senior vice president and CFO at Moss and Associates LLC, a Ft. Lauderdale, Fla., contractor. Since 2001, she also has served on the executive committee of Leadership Fort Lauderdale, a business advocacy unit of the city’s chamber of commerce.

Woodard & Curren, a Portland, Maine, engineer-contractor, has named John Zito vice president and manager of construction services management. He previously was senior vice president of Ecovation, an industrial effluent-treatment technology firm that was acquired in 2008 by Ecolab, a St. Paul, Minn., industrial health and safety firm.

Joe Nemec has been elevated to president of Bechtel Jacobs Co., a partnership of Bechtel Group Inc., San Francisco, and Jacobs Engineering Group Inc., Pasadena, Calif., that is managing the cleanup of the U.S. Energy Dept.’s former nuclear weapons complex in Oak Ridge, Tenn. Formerly Bechtel National’s operations manager, he replaces Paul Divjak, who is retiring after two years in the position and 39 years with the Bechtel parent organization.
