PBS&J International Inc., a unit of The PBSJ Corp., named Walid Hatoum president and international business director. He returns to the Tampa-based engineer from his role as division manager for the water and infrastructure unit of Parsons Corp. He was also a division manager for that firm’s international unit. Hatoum worked for PBS&J from 1986 to 1990.

Lee Elder has joined The Shaw Group Inc., Baton Rouge, as senior vice president of business development in its power group. He was vice president of global sales and marketing for GE Hitachi Nuclear Energy, a unit of General Electric Co. He also held other executive positions at GE, Westinghouse Corp. and engineer Black & Veatch. Elder, now based in Charlotte, N.C., will manage business development in the group’s fossil, nuclear and maintenance divisions.

Wilbur Smith Associates, a Columbia, S.C.- based engineering firm, has named David S. Johnson chief financial officer. He had been CFO of general contractor The Weitz Co. and, prior to that, Carter & Burgess.

Ellen Cook has joined real estate and project management firm Jones Lang LaSalle in Boston as senior vice president. She will manage real estate transactions in 1,000 locations for records-storage firm Iron Mountain Inc. Cook formerly was an account director at Cushman & Wakefield.

Dvirka and Bartilucci Consulting Engineers, White Plains, N.Y., has appointed Harvey P. Moutal vice president of its wastewater collection and treatment division. He had been senior project manager at engineer-contractor MWH, Broomfield, Colo.

Timothy K. Dougherty has joined Omaha-based HDR as vice president and national director of design-build in its transportation business group, based in Salt Lake City. He was a vice president and senior project manager for Parsons Brinckerhoff, New York City.
