Gary P. Graphia has been promoted to chief operating officer of The Shaw Group Inc., a Baton Rouge, La., contractor. He had been executive vice president of corporate development and strategy and has been with the firm since 1999, when he joined as corporate secretary and general counsel. Joining Shaw is Cornelius “Con” Murphy, former CEO of Fluor Hanford Inc. He becomes senior vice president of the federal division of Shaw Environmental & Infrastructure Group. In addition, Shawn W. Hughes has been named a vice president in the nuclear division of Shaw’s power group, and consortium project director for construction of two new nuclear powerplants in Levy County, Fla. He had been senior vice president for project management at UniStar Nuclear Energy, a partnership of Constellation Energy and French utility EDF. James R. “Randy” Vigor joins the division as operations manager for Shaw’s domestic and international nuclear-power construction projects. He had been senior project director at Duke Energy for the proposed William States Lee III Nuclear Station in Cherokee County, S.C.

Dawn Condon has joined Hudson Meridian Construction Group, New York City, as senior vice president for finance and accounting. Most recently, she was chief financial officer for Hillier Group, a Princeton,. N.J., architect acquired by U.K.-based architect RMJM.

STV Inc., the New York City engineer and construction management firm, has elevated Milo E. Riverso to the new position of president. He was executive vice president. Riverso joined STV in 2005 and also served as chief operating officer of STV Construction Inc., a unit. He also had been president and CEO of the New York City School Construction Authority.

Douglas Jandro has joined Knutson Construction Services, Minneapolis, as president of a locally based division. He was most recently vice president with Oppidan Investment Co., a real estate developer based in Minnetonka, Minn., and had been a consulting member of Knutson’s management committee since 2007.

Specialty contractor Primoris Services Corp., Lake Forest, Calif., has promoted John P. Schauerman to executive vice president of corporate development and appointed Peter J. Moerbeek executive vice president and chief financial officer. Schauerman joined Primoris in 1993 and was most recently CFO. Moerbeek had been CEO of Ni America Capital Management, a Houston private equity funded company specializing in acquiring and operating water and wastewater utilities.

Arthur W. Gureck has been promoted to vice president of operations at J. Kokolakis Contracting, Tarpon Springs, Fla. He was operations director, based in the firm’s Rocky Point, N.Y., office.

Systra SA, a global transportation consultant based in Paris, has named Diego Diaz president and CEO of SYSTRA USA, Little Falls, N.J. He had been director of strategy, marketing and product planning for the services division of Bombardier Transportation, Montreal.

Donald Schlenger has been named vice president of R.W. Beck Inc., a Seattle-based engineering consulting firm, following its acquisition of Cognyst Consulting, of which he had been president. Schlenger, who is now based in Kinnelon, N.J., also had been executive director of Utilimetrics, formerly the Automatic Meter Reading Association.

HMC Architects, Ontario, Calif., has named three new principals: Thomas M. Anglewicz, formerly urban studio director of Austin Veum Robbins Partners’ San Diego office, is now HMC principal-in-charge. Daniel Benner had been principal at architect Harley Ellis Devereaux and George K. Vangelatos formerly principal at HDR Inc., now HMC design director.

Alexandria, Va.-based engineer MPR Associates has promoted Robert Coward, a 25-year veteran, to company principal. He had been group leader of nuclear services. George Geaney was named to succeed him in that role.

Weidlinger Associates Inc., a New York City-based engineering firm, has appointed Rimma Zaleznik to the newly created position of chief financial officer. She previously was executive director at Telcordia Technologies, a Piscataway, N.J.-based telecommunications consulting company.

Science Applications International Corp. has named Frank R. Codispoti president of The Benham Cos. LLC, its construction unit based in Oklahoma City. He replaces J.T. Grumski,who remains an SAIC senior vice president and general manager of the parent firm’s energy, environment and infrastructure business unit. Codispoti was president of Benham Constructors Inc. Replacing him in that position is Michael B. Gwyn,who had been managing director of Benham Constructors’ Atlantic coast region.

Kathleen Niesen has joined engineer Kleinfelder Inc., San Diego, as water division manager. Most recently, she was director of operations for MWH Americas Inc., Bloomfield, Colo.
