Temple Dorko
TEMPLE DORKO

The Army Corps of Engineers announced on Sept. 18 that it will shift roles of two key military managers. Maj. Gen. Merdith W.B. “Bo” Temple is named deputy commanding general for civil and emergency operations. Formerly deputy commanding general for Corps military and international programs, he replaces Maj. Gen. Don Riley, in his new role. Riley remains the Corps’ deputy chief. Brig. Gen. Jeffrey J. Dorko is named deputy commanding general for military and international operations. Dorko, who has commanded the Corps’ Gulf Region Division in Iraq since October 2007 and is nominated for major general, was injured there last year, says a Corps spokesman. The Corps has not said when Temple and Dorko will assume their new positions.

PBS&J, a Tampa engineering firm, has promoted Wayne J. Overman to chief operating officer from his former role as deputy service director for transportation. Michael M. Newton has joined the firm as director of human resources, replacing Judith A. Squillante, who transitions to senior vice president, corporate programs. Newton was vice president of North America in the building materials division of Saint-Gobain Corp. Jeanne A. Yacoub, previously vice president and director of operations for Shaw Environmental & Infrastructure’s Gulf Region, is named to the new position of director of PBS&J’s project/program management office. John M. Finochiaro joins the firm as chief technology officer from Sitel, a global business-process outsourcing firm.

Keith A. Pickavance, senior vice president in the Hong Kong office of project management firm Hill International Corp., has been elected the 105th president of the Chartered Institute of Building. It is an international organization for building professionals with over 42,000 members.

Hardesty & Hanover has promoted Sean Bluni to chief operating officer. Previously director of project management, he has been with the New York City-based engineer for 16 years.

WARNER

Ann D. Warner has joined engineering firm ARCADIS, Highlands Ranch, Colo., in the new position of vice president and director of government affairs. She had been vice president and manager of government relations for Bechtel Infrastructure Corp. in Washington, D.C. Doran L. Matzke also joins the firm as associate counsel. She is formerly a partner at Denver law firm Sherman & Howard LLC.

Graycor Construction, Chicago, has appointed Jeff Caldwell senior vice president and business unit manager, based in its new Charlotte, N.C., office. He had been assistant general manager for Toyota Motor Manufacturing North America.

Charles Rodenfels has joined engineer EMH&T as director of federal programs at its Columbus, Ohio headquarters. He is formerly senior vice president for San Francisco-based engineer-architect-contractor URS Corp.

Cavallaro
CAVALLARO

Skanska USA Civil, Whitestone, N.Y., has named Rich Cavallaro president of the heavy construction firm, effective Jan. 1. He replaces Salvatore Mancini, who will retire after 10 years as president and 41 years in the company. Cavallaro, a 12-year company veteran, has served as executive vice president for its Northeast region since 2006.

Cutler Associates, a Worcester, Mass., architect contractor, has appointed Roderick C. Shaffert vice president of its new scholastic division. A 20- year firm veteran, he had been president of its Florida business unit. Additionally, John DeVito was promoted to division director of preconstruction, from senior estimator, and Michael Bass was elevated to vice president in Cutler’s design unit from design project manager.

Timothy W. Triplett has joined Overland Park, Kan.-based Black & Veatch as general counsel and president of the company’s legal division. He replaces Chris Hedemann, who is retiring after 14 years. Triplett had been a founding member and partner at Overland Park-based law firm Warden Triplett Grier.

Structure Tone, a New York City building contractor, has named Erik Sletteland vice president of business development for its New Jersey operation, based in its Lyndhurst, N.J. office. Prior to joining the firm, he served as vice president of business development and client services for Gale Construction Co., Roseland, N.J. Lisa Westerfield also joins the firm as director of business development in Princeton, N.J. She had been vice president of business development for CMX, a Manalapan, N.J., engineering firm.

R.D. Olson Construction, based in Irvine, Calif., has named J. Lofton Moore president. He replaces Joe Kilar, who has joined Dubai-based Emmar Development as chief operations officer for the new King Abdul Economic City in Saudi Arabia. Moore had been vice president of operations at Rudolph & Sletten.

Richard Charleson joins Watts Constructors, Honolulu, as vice president of the mainland federal group. He had been director of contractor The Walsh Group’s national building division and held management posts with Dick Corp. and Howard S. Wright Construction Co.

Stanicic
STANICIC

Lockwood, Andrews & Newnam Inc., a Houston-based subsidiary of Leo A Daly, has appointed Kara W. Stanicic assistant chief operating officer. She had been a management consultant to the firm and previously served as a consultant for Arthur Andersen.

Chester Engineers, Pittsburgh, has elevated three executives. David A. Velegol Jr. and Hasan R. Alkhayri are now senior vice presidents and Dennis L. Camp, formerly manager of business development, is now national director of business development for industrial and EPCM projects.

Obituaries

Goldberg
GOLDBERG

Donald Goldberg, senior vice president at engineer Dewberry, Fairfax, Va., and chief engineer of its northeast operations, died on Sept. 26 of cancer at home in Chestnut Ridge, N.Y. He was 78. He had been in those same roles at Goodkind & O’Dea Inc., before it was acquired by Dewberry in 1989. He spent a total of 44 years with the two firms. Goldberg was lead designer on several major transportation infrastructure projects in New Jersey and served as president of the state chapter of the American Council of Engineering Companies.
