Ken Rudolph has been named president and CEO of Nolte Associates, a Sacramento-based consulting engineer. A 28-year veteran, he had been senior vice president and managing principal of Nolte’s Rocky Mountain region. Rudolph replaces George S. Nolte, who remains chairman.
The Shaw Group, a Baton Rouge, La., engineer-contractor, has appointed George P. Bevan as president of its Environmental & Infrastructure group. He replaces Ronald W. Oakley, who has been named managing director for Shaw in Europe, based in the U.K. Bevan was most recently president of Shaw Global Energy Services.

Patricia D. Galloway, CEO of consulting firm Pegasus Global Holdings Inc., Cle Elum, Wash., has been elected vice chairman of the National Science Board, which sets and oversees policies of the National Science Foundation and advises the President and Congress on science and engineering research and education. She will serve a two-year term. Galloway formerly was CEO of The Nielsen-Wurster Group, which was acquired by Marsh USA Inc. in June. She is already an NSF board member, appointed in 2006 by President Bush for a six-year term, and is past president of the American Society of Civil Engineers.
Russell Zapalac has rejoined engineering firm HDR as a senior vice president and central region director for transportation, based in Austin, Texas. He had been vice president for transportation programs and construction management for Jacobs Carter Burgess. During his previous tenure at HDR, he was the transportation group’s director of program management.

Peter M. Zuk has been named senior vice president of AECOM Technology Corp., New York City, and senior program director of its unit, AECOM Libya Housing and Infrastructure, responsible for the firm’s services under contract with the Libya Housing & Infrastructure Board Inc. in Tripoli. Zuk had been Chief Programme Officer for London Underground Ltd. in its privatization efforts for the city’s subway system. He also was a vice president of Level 3 Communications, managing the Denver-based telecommunications company’s global fiber-network expansion project, and former director of the multi-billion-dollar Boston Central Artery/Tunnel project.
Terex Aerial Work Platforms, a unit of construction equipment maker Terex Corp., Westport, Conn., has named Siva Balakrishnan to the new role of vice president and general manager of global services, and Joe George to the new role of vice president of global sales and customer service. Balakrishnan was operations senior vice president for General Electric Corp. trailer fleet services and George was global vice president of sales and strategic accounts at Honeywell.

Charles R. Lynch has joined Gannett Fleming Transit & Rail Systems, a unit of Camp Hill, Pa.-based engineering firm Gannett Fleming that specializes in design of track and signal systems, as vice president and southern operations manager. He is based in Jacksonville, Fla. Most recently, he was a vice president of Florida East Coast Railway Co.
Component Assembly Systems, a Pelham, N.Y., specialty contractor, has named David Procida senior vice president in charge of corporate business development. He was an executive of Masco Contractor Services, Daytona Beach, Fla.

Obituary
Martin N. Kelley, former chief engineer and vice president at Kiewit Corp., Omaha, and a major donor to his alma mater, Oregon State University’s College of Engineering, died on June 18 in Lake Oswego, Ore., of cancer. He was 80. Kelley retired from Kiewit in 1990 after a 42-year career that included work on San Francisco’s BART transit system and Denmark’s Great Belt Crossing. He earned the Golden Beaver Award in 1988 and the Moles’ Member Award in 1999, only the second engineer to earn both. Kelley donated $20 million to the Corvallis-based college to build the Kelley Engineering Center, which opened in 2004. He was named OSU lifetime trustee in 2008.
