Funkhouser
FUNKHOUSER

Brian S. Funkhouser has been named president and CEO of Buchart Horn Inc./ BASCO Associates, a York, Pa., engineering firm. He replaces Paul E. McNamee, who left the company. Funkhouser was executive vice president and chief operating officer of PACE Resources Inc., Buchart-Horn/BASCO’s parent company, but also had been the engineer’s senior vice president. Jack V. Scherer has also been named vice president of its southern region, based in Memphis. He joined the firm in 2004 and is a former Army Corps of Engineers district engineer.

Aon Construction Services, a risk-management consultant to contractors, owners and developers, has hired Mark Reagan as managing director. He was formerly chairman of the Willis Construction practice and had been president of AIG Global Surety and Fidelity and head of underwriting and claims for Seaboard Surety Co. He is based in Chicago.

Virginia Grebbien has joined Parsons Corp., Pasadena, Calif., as executive vice president and global business development manager of its Parsons Water & Infrastructure Inc. business unit, which specializes in water, wastewater and infrastructure design and construction. She had been director of the western U.S. division for MWH Americas Inc., the firm’s largest division.

Howard R. Green Co., a Cedar Rapids, Iowa, consulting firm, has promoted Richard L. “Rick” White, to president, effective Aug. 1. He retains his titile as chief operating officer. As president, White succeeds Ralph J. Russell, who remains CEO of the firm and its parent, Green Cos. Inc. until his anticipated retirement next April. No successor has been named, the company says. White, a 12-year firm veteran, has been COO since 2007.

The U.S. Dept. of Energy has named Stacy Charboneau assistant manager for tank farms in its Office of River Protection in Richland, Wash. She will be responsible for storage and removal of chemical and radioactive waste contained in 170 underground tanks at the Hanford former nuclear weapons site. Charboneau was deputy assistant manager for river-corridor cleanup in the Richland office, as well as engineering and construction projects manager for the spent nuclear fuel project.

Michael B. Kennedy Jr. has been promoted to president of KAI Design & Build, St. Louis. He had been vice president of business development. In his new role, he replaces Michael E. Kennedy Sr., who founded the firm in 1980. He remains chairman and CEO of the firm, which is one of the largest minority-owned design-build firms in the Midwest.

Roger O. Hart has been named vice president of Malcolm Pirnie Inc., following its acquisition of R. Stuart Royer & Associates Inc., a Richmond, Va., water and wastewater consultant, of which he was president. Also joining Pirnie as vice president is Ed Theriot, who was manager of ecosystem assessment and restoration for the Army Corps of Engineers in Louisiana, the Florida Everglades and the Mississippi Valley. He is now based in Washington, D.C., in Pirnie’s federal-industrial group. Also named as new firm vice presidents are James P. Albu, James C. Brown II, James M. Callahan, Jerry D. Jones, Stephen Hayashi, Kent R. McManus and Patricia A. O’Loughlin.

Barton Malow Co., the Southfield, Mich., contractor, has promoted Phil Kirby to senior vice president of its Virginia-based eastern region. He was formerly vice president. Named as new vice presidents are Len Moser, national sports; Phil Roy, southern region in Atlanta; and Ryan Maibach, specialty contracting.

Michael Leccese has joined WDF Inc., a Mount Vernon, N.Y., specialty contractor, as senior vice president for estimating. He had been senior estimator for Skanska USA Civil.
