MCNEICE

Thomas G. McNeice has has been promoted to chief Operating Officer of CDM Constructors Inc., the design-build and construction subsidiary of Cambridge, Mass.-based engineer CDM. He had been senior vice president in charge of these CDM activities in the northeast U.S. CDM Constructors has 450 employees and more than $275 million in revenue in construction and alternative project delivery of environmental facilities and infrastructure.

Chester Engineers has named Roland Lazzaro chief strategic officer. He joins the Pittsburgh engineer after serving as president of Drummond American, a maintenance repair supplier. Jerry Penland is also promoted to vice president of technology from director of water solutions.

CSA Group, a Miami engineering, architectural and construction management firm, has announced staff additions of Jorge Luaces as director of design and Ray Vera as vice president of operations. Luaces had been chief design officer for Miami-Dade County Public Schools.

Tom Sorley, president and CEO of San Jose, Calif.-based Rosendin Electric Inc. has been named chairman of the Design-Build Institute of America, an association of design and construction industry leaders who use design-build and integrated project delivery methods.

Earle
EARLE

Celia Earle, a senior associate at environmental firm Malcolm Pirnie Inc., and who manages its Fort Lauderdale and Miami offices, has been named Outstanding Woman in Technology by the National Society of Black Engineers. The award honors those who achieve results in increasing the numbers and experiences of minorities in engineering.

Get W. Moy has joined DMJM/H&N as associate vice president and senior program director for federal projects. He joins the Los Angeles design, management and technical services firm from the U.S. Dept. of Defense, where he was director of installations requirements and management.

James van Loben Sels has joined Dawson & Associates, a Washington D.C., public affairs firm as a senior advisor. He had been a senior vice president at Parsons Brinckerhoff, as well as a former director of the California Dept. of Transportation. He is also a retired major general in the Army Corps of Engineers.

Christopher Giese joins ECS Mid-Atlantic LLC, Chantilly, Va., as vice president and chief engineer for transportation and Infrastructure projects. He had been chief engineer at MACTEC and is a past president of the Potomac Section of the American Society for Healthcare Engineering.

Durand
DURAND

Detroit-based Albert Kahn has elevated Michael Durand to principal. He has been with the architecture, engineering and planning firm since 1998, most recently as a senior associate. He specializes in automotive and health-care design projects.

Jerome Strauss, has joined Dewberry, a professional services firm in Fairfax, Va., as vice president in its federal programs division. Strauss previously served as a senior vice president at engineering firm Versar.

Insurance provider Aon Corp. has hired Chad Karasaki as managing director of Aon Construction Services Group. Karasaki, who will also serve as chairman and CEO of Aon’s Honolulu office, had been in charge of Hawaii operations at Marsh, for which he worked for 22 years.

Jim McConnell has joined Brandow & Johnston Inc., a Los Angeles engineering firm, as executive vice president in charge of business operations. He had been the first chief facilities executive for the Los Angeles Unified School District, managing its $19-billion school construction program. He is also a retired captain in the Navy's Civil Engineer Corps, and former senior civil engineer at its Construction Battalion Center in Port Hueneme, Calif.

Rodgers Builders Inc. has named William G. Caulder as senior vice president-construction operations. Caulder had been with the Charlotte-based firm for 11 years.

Daley
DALEY

Linda Daley has been promoted to managing principal at ah'be landscape architects, Culver City, Calif. Prior to assuming her new position, Daley served as a leader in all aspects of the firm’s practice, from business development and strategic planning to project and studio management.

RMJM Hillier announces several executive changes. Chris Jones, previously director of its Edinburgh, Scotland, office, has transferred to New York City as managing principal of RMJM Hiller Urban Studio, a new unit. Roger Klein joins the firm as design principal from a previous role as design principal at Swanke Hayden Connell Architects and Winslow Kosier joins the firm as an associate principal and specialist in curtain wall technology. He was at architect Pei Cobb Freed. John Plappert, formerly a managing partner with Karlsberg, is named director of health care.

Chuck Cayton has joined HNTB Corp. as vice president and head of its Hampton Roads, Va., office. He had been vice president of The Business Advisory Group, a consulting firm, and served as as senior vice president and operations manager for the Southeast region of Parsons Brinckerhoff.

ARCADIS has hired Helene Merkel as director of federal planning and permitting, based in Baltimore. She was director of natural and cultural resources at Michael Baker Jr. Inc. and had been a client service manager at the U.S. Army Environmental Center, now known as the U.S. Army Environmental Command.

Chicago-based engineering firm Sebesta Blomberg has appointed Brian Rener president of its central region. He had been vice president at A. Epstein and Sons, an architect-engineer also located there.

Eckmann
ECKMANN

Quad Knopf, a Visalia, Calif., design firm, has named Thomas Kurkjian new chief operating officer. He had been chief operating officer and executive vice president at Nolte Associates, a Sacramento engineer.

Magnusson Klemencic Associates, the Seattle civil and structural engineering firm, has named as senior vice presidents Derek Beaman, leader of its convention-center specialist group, and David Eckmann, manager of its Chicago office. Lanny Flynn, leader of MKA’s health care and labs specialist group, has been promoted to vice president and principal.
