Harrington
McNulty

Parsons Corp., Pasadena, Calif., has named Charles L. Harrington to be CEO, effective in May. In that role, he replaces James F. McNulty, who remains chairman. Harrington joined the firm in 1982 and has been executive vice president, chief financial officer and treasurer. He also was founder and former president of Parsons Commercial Technology Group. McNulty joined Parsons in 1988 after a 24-year military career and became CEO in 1996, succeeding Len Pieroni, who was killed in a plane crash in Bosnia.

Dan Frisbee has been chosen as CEO of Walton Construction Co., Kansas City, Mo. He was chief operating officer and executive vice president of the St. Louis division, which he opened in 2002. Frisbee also was the first non-Kansas City-based executive to become a company owner.

Willis

The American Iron and Steel Institute, Washington, D.C., has elevated Robert J. Willis to vice president of construction market development. He replaces Delbert F. Boring, who has retired. Willis, formerly AISI’s director of construction codes and standards, specializes in fire-safety engineering, structural fire testing and performance, and wind and foundation engineering for steel products.

Beecher Carlson, an Atlanta-based insurance broker has named two new senior vice presidents in San Francisco who will expand its national environmental practice specializing in pollution and professional liability coverage. Rick Craig, who formerly managed similar units for Willis Insurance and Marsh, will be the firm’s practice leader. Kyle Strand was manager of Liberty International Underwriters’ West Coast office.

Owen-Ames-Kimball Co., a Fort Myers, Fla., contractor, has elevated David J. Dale to president. He replaces company founder Steve Shimp, and was vice president of operations since 2004.

Matz

Richard S. Ortiz has been promoted to vice president of Tishman Construction Corp. of New York, New York City. He had been senior project manager.

EMCOR Group Inc., the Norwalk, Conn., specialty contractor, has promoted R.Kevin Matz to executive vice president of shared services. He was senior vice president. Matz oversees information technology, human resources, risk management and similar functions for EMCOR’s 76 units and 170 offices.

Sandusky

The Sheet Metal and Air Conditioning Contractors’ National Association, Chantilly, Va., has named Vincent R. Sandusky executive vice president. He replaces John Sroka, who is retiring. Sandusky was CEO of the Finishing Contractors Association, which represents union signatory specialty contractors, and is former president of the American Public Communications Council, a trade group for independent pay-phone service providers.

 

Miron Construction Co. Inc., a Neenah, Wisc., contractor, has named Dennis Lynch vice president of health-care services and general manager of southern Wisconsin operations, based in Madison. He had been healthcare principal with Omaha-based HDR.

STV Inc., New York City, has appointed several new vice presidents. John B. O’Dowd joins the engineering firm’s construction management division as overarching project executive of the Freedom Tower and 9/11 memorial projects at the former World Trade Center site in downtown Manhattan. He had been a project consultant to the Port Authority of New York and New Jersey and a former commander of the Army Corps of Engineers in New York City and in Afghanistan. John P. Carroll joins the division as project executive for the 9/11 memorial. He was a vice president with AECOM and is a retired Corps of Engineers colonel and former commander of the Los Angeles District. John Drygulski is now the division’s Northeast regional manager. He had been vice president and director of the public-sector group at Hunter Roberts Construction Group, New York City. Also joining is Gary A. Runco, who will serve as office manager and practice leader for Pittsburgh operations in STV’s transportation and infrastructure division. He had been vice president with Paul C. Rizzo Associates Inc.
