Keith Clarke has joined the London office of W.S.
Atkins as CEO. The firm is the parent company of U.S.-based
Hanscomb Faithful & Gould, a construction management and
project services firm. Most recently, he served as executive
vice president at Skanska AB, a construction services and
project development firm headquartered in Stockholm, Sweden.
Also, from 1979 to 1989, Clarke was executive vice president
for development and design at the New York City Public Development
Corp.
The Flintco Companies Inc.,
a commercial contractor based in Tulsa, Okla., has appointed
David Parkes as senior vice
president for its California division in Sacramento. Previously,
he spent 17 years with McCarthy Building Companies Inc., serving
as president of its Northern California division.

Los Angeles, Calif.-based AECOM Technology
Corp., an engineering and architectural firm, has named
John M. Dionisio as its executive vice president and
chief operating officer. He will be headquartered in the firms
New York City offices. Dionisio has spent the past six years
as president and CEO of DMJM +HARRIS, one of AECOMs
major operation companies. Prior to that, he was with the
architect-engineer firm Frederic R. Harris, which after a
1986 merger became DMJM+HARRIS Inc. Dionisio also serves as
chairman of DMJM+HARRIS. Fred W. Werner,
formerly chief operating officer of Frederic R. Harris and
then DMJM+HARRIS, will replace Dionisio as president.
CLC Associates Inc., a Denver-based
firm focusing on the planning and design of private sector
developments for the retail, commercial, residential and hospitality
markets, has hired Walt Dutko
as chief operating officer. He previously provided business
consulting services to architects, engineers and attorneys,
as well as to CLC through his own consulting firm, P&
L Management Consultants. Before that, Dutko served as a chief
financial officer at Merrick & Co., and a principal at
Woodward-Clyde, where he spent over 27 years.
David S. Crawford has been
elected president and chief operating officer of Sundt
Construction Inc., headquartered in Tempe, Ariz. Most
recently he was head of the companys Building Group.
During his 35-year tenure with Sundt, he has served in a variety
of capacities, such as manager of construction operations
for the building division, Phoenix area manager, project director,
project manager, project engineer and project superintendent.
Charlotte, N.C.-based HLM Design,
an architect, engineer and planner, has appointed Sheila
Cahnman as vice president to lead the management team
of the Chicago office. She has been with the company for 21
years and is currently principal-in-charge and project manager
for the 250,000-sq-ft Comer Childrens Hospital at University
of Chicago.
Cummins & Barnard Inc.,
a consulting, engineering and construction management firm
based in Ann Arbor, Mich., has hired James
R. Connell as principal. He will assume the duties
and responsibilities of president. He had been vice president
and projects director in Black & Veatchs energy
engineering & construction division. The firm also has
announced that William H. Dammon III has moved from the position
of president and will assume the role of CEO. John E. Barber
will remain as chairman of the board.

Morris L. Slater has joined
the Manhattan-based consulting engineering firm Ambrosino,
DePinto & Schmieder as head of its plumbing and fire protection
division. He is a 37-year veteran of the plumbing and fire
protection engineering field. Slater most recently was employed
by Flack & Kurtz Consulting Engineers LLP. While there
he served as a vice president, head of the plumbing and fire
protection department.
St. Louis-based HOK, a global
architectural firm specializing in planning, design and delivery
solutions for buildings and communities, has promoted David
Buckley to vice president. He is a member of the architecture
group and most recently worked as a designer on the Southeast
Regional Treatment Center in Madison, Ind., and Stephenson
Research and Technology Center in Norman, Okla.
Builders Group, a Manhattan-based
construction services firm, has promoted Allan
Brot to executive vice president of construction and
development. He also serves as co-president and principal
of BG Builders, the firms base-building division, which
focuses on ground-up residential construction and major infrastructure
and restoration projects. Brot also has worked for Esposito
Concrete, a concrete subcontracting firm, where he was head
of operations.
John Adams Dix has been appointed
project director/architecture for A.
Epstein and Sons International Inc., a Chicago-based
architecture and engineering firm. He will lead the design
efforts of Mc4West LLC, the design-build team developing and
constructing the McCormick Place West Expansion. Previously,
he was managing director and treasurer for DeStefano and Partners.
PCL Construction Services Inc.,
based in Denver, has appointed Bob
Martz as regional vice president of its Southwest U.S.
operations. He will be based in Glendale, Calif. In his new
role, he will oversee the firms operations in California,
Arizona and Nevada. Martz joined PCL in 1981 as a field engineer
and has progressed through the project management stream to
a variety of senior positions, including the management of
several PCL districts. Prior to his newly appointed position,
he was regional vice president of the British Columbia operations.
