Gary Johnson

Gary is CDEP’s liaison with the state Nitrogen Credit Trading Board and represents the Department in hearings and public meetings concerning the General Permit and Nitrogen Trading program and is responsible for all reports, projections and forecasts on the program. Gary is also CDEP’s technical expert on advanced wastewater treatment nitrogen removal projects. Gary has an M.S. in Civil Engineering from the University of Connecticut and was one of ENR Magazine’s Top Newsmakers of 2004.
Larry Scully
President
Scully Capital Services Inc.


He has more than 20 years experience in providing investment banking and financial advisory services to clients developing projects in the environmental and infrastructure industries. He has advised environmental firms, as well as federal, state and local governments, on privatization, industrial outsourcing, project finance, strategy development, corporate finance equipment financing and other services. Prior to founding Scully Capital, Larry worked in KPMG’s Energy and Environmental Financial Advisory Services Group. He is a Licensed Professional Engineer and holds a B.S. and M.S. in Civil Engineering and an MBA, all from the University of Wisconsin.
Dave Stensel Ph.D
Professor of Civil and Environmental Engineering

He has served at the University since 1984 and previously was on the faculty of the University of Utah. Prior to his academic positions, Dr. Stensel spent 10 years in the private sector developing and applying industrial and municipal wastewater treatment processes. He received a B.S. in Civil Engineering from Union College and M.E. and Ph.D. degrees in Environmental Engineering from Cornell University. Dr. Stensel’s principal research activities are in the areas of biological nutrient removal, biological wastewater treatment and water reuse. He has authored or coauthored over 100 technical publications including the recently published 4th edition of the Metcalf & Eddy Wastewater Engineering textbook.
Jean-Marie Rovel
Vice President, Scientific and Technical Director
Degremont


Degremont, a subsidiary of Suez Environment, is one of the world’s largest providers of water and wastewater treatment equipment and services. Degremont is involved in all sectors of the water services business including research and development and equipment manufacturing, as well as design, construction and operation of complete water and wastewater treatment facilities around the world. During his 35 year career with Degremont, Jean Marie has held positions of increasing responsibility in the R&D of industrial and urban wastewater treatment technologies. He has M.S. in Metallurgy from the University of California at Berkeley.
Richard Koch
Project Engineer

During his 20 years at the Department he has focused on a number of high profile programs including dealing with industrial discharges around Elliot Bay in Seattle and then small community assistance programs in Eastern Washington representing the Department’s financial assistance programs and providing engineering review and technical assistance. Richard currently manages the National Pollution Discharge Elimination System permit program with a prime concentration on the Spokane River. He has both a B.S. and an M.S. in Civil Engineering from Michigan Technological University.
Cyrus Jones

As Regulatory Planning and Compliance Manager, he represented the WSSC in numerous forums including the Chesapeake Bay Initiative technical and policy committees. Cy has been involved with water quality trading since 1995 when the Water Environment Research Foundation (WERF) asked him to chair six WERF-funded water quality trading demonstration programs around the country. He is the principal author of the first comprehensive guide on the subject, Water Quality Trading, a Guide for the Wastewater Community, a joint publication of McGraw-Hill and the Water Environment Federation. Cy has an M.S. in Environmental Engineering from the University of Iowa.
Rober Summers Ph.D
Director of the Water Management Administration
Maryland Department of the Environment


The Administration is responsible for management of Maryland’s drinking water and water pollution regulatory programs to protect public health and the state’s water resources. During his 20 year career with the Department, he has managed a variety of programs to monitor the quality of the state’s waters, develop water quality and watershed pollution assessment models and implement various point and nonpoint source pollution control programs. Dr. Summers received his Ph.D. in Environmental Engineering from Johns Hopkins University.
Alan Wong

Alan is responsible for development and growth of the firm’s wastewater treatment business line. He has more that 35 years experience in consulting engineering with an emphasis on the planning, design and operation and maintenance of water and wastewater treatment systems. Alan has worked on major wastewater treatment facilities for many of the country’s large urban centers including New York City, Boston, Detroit and Baltimore. He holds a B.S. in Civil Engineering from Norwich University and an M.S. in Civil Engineering from New York University.
Scott Shuster (Moderator)
