This 2011 lump-sum combined-cycle plant is part of 24,000 MW of power capacity built and planned in Russia since the sector allowed foreign bidders in 2006. The 411-MW plant, which features Russia's first use of Siemens process technology, has had one of the nation's best operating records, says ENKA.

The remote project had to meet Russian design standards and a 50% local-hire rule. One judge notes the plant's "state-of-the-art design." The multinational team "worked closely with the owner to mitigate impacts," with 24-7 engineering and raised safety standards for the country. Work was on schedule "and below the original contract price" of $520 million, according to the owner's figure provided by the team.
