Shifting Union Alliances Trigger Move to End NCA

The National Construction Alliance, the alternative labor group formed in 2006 by three unions that broke away from the AFL-CIO’s Building and Construction Trades Dept., will dissolve by month’s end, says a spokesman for one of the unions, the International Union of Operating Engineers (IUOE).

The decision to terminate NCA follows the March 13 decision by the Laborers’ International Union of North America, which had been a key catalyst for the new alliance, to rejoin the building trades. IUOE spokesman Joe Brady says his union will form a new alliance with the International Brotherhood of Carpenters and Joiners of America, the third NCA union member. He discounts rumors that carpenter and operating engineer union leaders are at odds. “We get along fine,” says Brady.

NCA Executive Director Ray Poupore is set to take a similar role in the new carpenters-operating engineers’ alliance, says Brady. He says IUOE has no plans to return to the building trades group. “We still have some concerns about its operations,” he says.
