Madison Takes Over FHWA, Politics May Make Tenure Short

The Senate moved quickly to confirm former New York State Dept. of Transportation Commissioner Thomas J. Madison Jr. as the new chief of the Federal Highway Administration. Madison, 42, was approved as FHWA administrator on Aug. 1, just two days after his confirmation hearing before the Environment and Public Works Committee. But with less than six months remaining in the Bush administration, Madison’s tenure is likely to be brief. Deputy FHWA Administrator James Ray has been the agency’s acting head since February, when J. Richard Capka resigned.
