In the Critical Places, the Simple Sandbag Fills the Breach

One of the lasting images of the New Orleans disaster will be that of helicopters ferrying sandbags into place along the city's breached levees and floodwalls. Flood control and recovery is a low-tech activity and the sandbag still is the preferred method.
