HAYES
BOND, Everett, Mass., has promoted three executives. Francis Hayes now is executive vice president. He joined the firm in 2011 as a vice president and had been a vice president at Shawmut Design & Construction. David Shrestinian has been appointed senior vice president, managing BOND's building division. Thomas Baillie has been elevated from vice president to senior vice president in the civil-utility division.

Gilbane Building Co. recently promoted two employees in Boston to vice president. Karen Arpino-Shaffer is a senior project executive and guides Gilbane's transportation market activities.

Joe Gallagher is Gilbane's district manager of business development in Massachusetts and has been instrumental in securing work in downtown Boston.

Nick Masci has been hired by Haley & Aldrich, Boston, as a vice president. He previously worked for Dacon Corp. in business development and as a project executive.

Vanasse Hangen Brustlin, Watertown, Mass., has hired George Campbell, former Maine transportation commissioner and Portland mayor, as infrastructure technical adviser based in its new office in South Portland, Maine. It also named Gil Paquette, formerly a senior program manager at TRC Cos., as office manager there and director of statewide energy and environmental services.

CDM Smith, Cambridge, Mass., promoted Timothy B. Wall to president. He continues as the firm's chief operating officer.
