Swarney says architects have a sense of "guarded optimism" about the Harrisburg market. The public sector is particularly promising, led by opportunities in the education, health care and government buildings sectors, he says. "In late summer and early fall, there were a lot more inquiries coming in," he says. "The people who control the purse strings are looking at projects again." By comparison, he says the private market remains uncertain, particularly as owners await new policies under the administration of incoming Gov. Tom Wolf.
