Orla Pease was promoted to vice president of Urban Engineers, Philadelphia. She leads the firm's traffic consulting division in Pennsylvania. Ed Fronczkiewicz, the firm's assistant counsel, and John Holak Jr., who leads the firm's risk assessment practice, were also promoted to vice president.

Thomas Chicca joined engineering firm Soltesz as vice president and general manager in Rockville, Md. Most recently, he was an office director of Pennoni Associates. In addition, Jim Soltesz, president and CEO of Soltesz, has been inducted into the Montgomery County, Md., Business Hall of Fame.

David Steigler was elevated to office director of Pennoni Associates in Chantilly, Va. His responsibilities include business development efforts in northern Virginia and managing the firm's staff and projects in the region.

John Oliverio joined GAI Consultants, Pittsburgh, as chief human resources director. He had been director of human resources for WESCO.

Paul Galloway has joined W.M. Jordan to manage its new Roanoke, Va., office. He had been a construction services consultant to developers and building owners.

William T. Weir, 92, charter president of the Pennsylvania Society of Land Surveyors from 1969 to 1971, died Dec. 30. A life member of the American Society of Civil Engineers, he helped design the 100-ft-long Centennial Bridge in Philadelphia County, a crucial link to complete the Green Ribbon Trail, says ASCE.
