Both phases of the Montrose-county courthouse remodeling project were completed by May 2013 and all outstanding payments to subcontractors were resolved in time for the final payment to TerraVision on June 17. According to facilities director Ken Norris’s report submitted to the county commissioners, the project was finished on time and $60,000 under budget.



TerraVision has since won another public works contract with Montrose County, to construct a new office building, and make improvements to an existing storage building which will be used as a new shop.
 
TerraVision’s low bid, $721,027, was about $200,000 lower than the next lowest bid. The work will be done in two phases with the first phase paying TerraVision $473,482.60. 


While Montrose County responded to Colorado Open Records Act requests for the bond documents in a timely manner, the county’s media relations manager and attorneys declined to comment for this article. 
 
The bid, payment, and performance bonds for the new office building contract, dated September 23, 2013, came from Travelers Casualty and Surety Company of America. The broker that obtained the bond for Terravision, Assurance Brokers, Ltd., Edwardsville, Illinois, currently features a link on its homepage to a story from ENR last November with the headline, “New Forged Chubb Bonds Discovered, With Mounting Losses.”
